October Meeting : The November meeting was called to order by Jeanne Krieger. The OctoberMinutes were approved by the group. 2. 2011 Annual Noise Report: Sharon Williams presented the Annual Noise Report and in response to questions, Massport staff noted that: The production of the annual Noise Report is time consuming and the report goes through several internal review processes by both Massport staff and consultants prior to being presented to HFAC and the public. Although there may be some historical reason that the Report is typically released in the Fall, it is possible, if preferred by HFAC, to develop it for presentation earlier in the calendar year. Monthly Noise Reports offer a current process for review and comparison of aircraft noise and operations information. The Annual Noise Report includes operations data from electronically and manually tracked information. Information was vetted through a three month parallel testing procedure. The 2012 ESPR will include updated noise contours based on 2012 data. 3. Monthly Noise Report/ Hanscom Projects: Sharon Williams presented the October Noise Report and in response to questions noted that: Hurricane Sandy substantially affected the operations at Hanscom Field and the entire eastern sea coast. Massport expects to present the Hanscom Field Noise and Operations Portal to HFAC at the next meeting. 4. Capital Program and Third Party Development Reports: Dorothy Steele presented the reports and in response to questions noted that: Retrix began operating at Worcester Airport. Massport is reviewing a number of Tenant Alteration Applications (TAAs) submitted by Rectrix for its development of a new FBO at Hanscom Field, and approved the removal of the old hangar 24 foundation slab. Hangar 24 demolition materials underwent all necessary permitting processes and have been removed from the site. Massport has begun collecting data for the development of the 2012 Environmental Status and Planning Report (ESPR). There have been no discussions with cargo or commercial air operators. Hanscom Drive/2A signage and landscape program continues to be delayed due to ownership issues between MassDOT and MMNHP. Edge Sports have received necessary approvals to move forward on the development of the synthetic fields and temporary bubble building.
