The September Minutes were approved by the group. 2. Monthly Noise Report: Sharon Williams presented the September noise report and in response to questions noted that: Massport is on schedule to release the flight tracking website by the end of 2012. 3. Rectrix Hangar 24 Replacement Project : Rectrix will replace Hangar 24 with a 60,000 square foot hangar with associated ramp and support space. Landscape improvements will include upgrades to the airside and the streetscape along Virginia Road Rectrix will also build a new facility at Worcester Regional Airport that will serve as their primary maintenance facility. The hangar will be designed to meet, at a minimum, LEED Silver Certification. The building will be constructed with a steel structure frame, and include a variety of recycled, energy efficient materials There are currently no plans to produce onsite renewable energy at the facility. Lighting is designed not to bleed off site onto the roadway. Signage is expected to be minimal along Virginia Road. The Rectrix projects at Hanscom and Worcester are expected to create between 80 and 120 new jobs in Massachusetts. The bulk of the jobs will be in Worcester. Approximately 20 new jobs will be created at Hanscom. Minimal traffic is expected to be generated on Virginia Road by the Rectrix operations during peak commute hours. The fuel farm will be located in Lincoln. As with all Hanscom Field fuel and provision deliveries, access will be via Hanscom Drive, not Virginia Road. Rectrix currently operates flights at Hanscom but does not have a facility to house them overnight, requiring the aircraft to make two round trips between operations. The new hangar will allow Rectrix aircraft to remain overnight, which will reduce operations at Hanscom. 4. Capital Projects and Third Party Development reports: Dorothy Steele presented the reports and in response to questions noted that: development of a third FBO at Hanscom has been presented to HFAC, construction at the site is expected to begin soon. It is anticipated that the facility will open mid-2013. There have been no discussions with cargo or commercial air operators. The landscape improvements at the intersection of Route 2A and Hanscom Drive have been postponed because of discussions between MassDot and the MMNHP regarding ownership of the site. Jet Aviation will attend the October 17 ConCom meeting in Lincoln to present the wetland delineation plan for its proposed redevelopment area, and seek the concurrence with the plan. Based on the recommendation of the HATS Environmental Subcommittee, the HATS voted not to formally participate in the 2012 ESPR process. Public meetings will be held as part of the MEPA process.
