The April Minutes were approved by the group. Andy Friedlich thanked Massport for sponsoring the April airside tour of Hanscom Field. Monthly Noise Report/ Hanscom Projects: Sharon Williams presented the April noise report. Margaret Coppe noted seeing a Goupon advertisement for discounted helicopter rides and asked about the duration of each flight and how helicopters making several approaches are counted in the monthly statistics. Ms. Williams responded that Massport does not track the duration of each helicopter operation. Each takeoff and landing is counted separately. Practice approaches, or touch and goes are also counted separately. Helicopter figures (Page 1) are determined by calculations using estimates from EXP and actual operations from the FAA. 2. Monthly Capital Programs and Third Party Development Reports: Dorothy Steele presented the reports and in response to comments and questions it was noted that: MEPA will be issuing the 2012 ESPR Scope on May 20 which is a Sunday. D. Steele will check on the actual date the scope will be released. Massport and the Town of Bedford are in discussions in regards to permitting jurisdiction on Massport owned property on Hartwell Road. There has been no change in the status of the Navy property application remains with the GSA and the FAA. According to Marc Siegenthaler the Town of Bedford is not actively pursuing the acquisition of the upper level of the Navy property at this time; instead efforts are being focused on the Hartwell Road property permitting issue. There have been no discussions with cargo or commercial air operators.
