Hanscom Field Advisory Commission
Minutes March 20, 2012

1. March Meeting
: The meeting was called to order by Jeanne Krieger.
2. State of Hanscom Presentation
: Barbara Patzner, Director, Hanscom Airfield,
presented the 2011 Annual State of Hanscom and in response to questions noted that:
Massport is always working towards reducing the deficit at Hanscom. The last
few years have seen reductions in operating costs, which is one factor that
influences overall deficit reductions.
An internal survey is conducted annually to review what other airports are
charging for operating rates in the region; Massport uses this information, along
with other data, to dadjustments.
Massport will share plans for landscape improvements on the entrance roadways
at the next HFAC meeting.
Massport does not have plans to update the 1978 Airport Master Plan.
The website link to the 2010 Massachusetts DOT Airport Economic Impact
Study was provided.
Massport will get back to the Commission regarding the use of porous pavement
on the airfield. Surfaces on the airfield must meet FAA design criteria.
The Mass Air and Space Museum members are in the process of applying for
grants and fundraising for Phase One of their project. It was noted by the Chair
that the Commission is not officially in support of the museum even though the
museum group presented to HFAC.
The noise component of the Massport /Hanscom website is still in development.
The Hanscom Noise Office can provide flight track information to the
community when requested.
3. Environmental Status & Planning Report (ESPR) Presentation
: Betty Desrosiers
introduced Tom Ennis and the ESPR presentation. T. Ennis presented the proposed
scope and schedule for the 2012 ESPR. There was discussion on the background,
schedule and MEPA process for the 2012 ESPR. In response to questions, B.
Desrosiers and T. Ennis noted that:
Development at Hanscom is done by third party. Massport provides the support
and guidance to follow necessary requirements for development at Hanscom.
Massport encourages and welcomes community input on the ESPR process.
Massport agreed to meet with community representatives regarding the 2012
ESPR scope.
Massport will consider funding for the towns to hire an independent consultant to
review the 2012 ESPR, as was done in 2000.
The 2012 ESPR will include forecasts for 2020 and 2030, based on available
socioeconomic information. Although not likely, if demand for development
exceeded forecast information, the environmental impacts of the projects would
be closely evaluated.
A Lexington resident requested that the ESPR examine the noise impacts of
ground power units and engine run-ups.
Consultants used in the last ESPR include: Rizzo Associates, Cecil Group,
HMMH, SH&E, PAL, Tech Environmental and Ricondo & Assoc.
Massport design guidelines require projects to be LEED certified. Sustainability
programs at Hanscom include recycling, solar energy, ISO 14001 certification,
etc.
The Rectrix development at Hanscom will include a hangar of no more than
60,000 square feet and associated office and support space.

Kati Winchell noted that in a published report, Hanscom is rated number thirty-
three in the nation for all airports as it relates to lead pollution. Massport
requested a copy of the report Kati mentioned and agreed to look into the claim.
4. Monthly Noise Report/ Hanscom Projects:
Sharon Williams presented the
February noise report and in response to questions noted that:
The U.S. government and most medical operations are exempt from the
nighttime surcharge.
Massport has not received notification from the FAA regarding eligibility for
AIP funds in 2013. To qualify, Hanscom must have commercial service and more
than 9,999 enplanements in the calendar year.
Dorothy Steele presented the capital projects report and in response to questions
noted:
The MASM build out is planned in phases. The full build cost is estimated to be
$80 million. If the MASM does not meet funding deadlines, the property would
become available for other development.
