There were no comments or corrections to the December meeting minutes. The minutes were accepted. 2. Massachusetts Air and Space Museum Presentation (MASM): Harry (Buzz) Gillogly, Colonel, US Air Force (Ret) and President of the Massachusetts Air & Space Museum (MASM), briefed HFAC on the origins, citing research, present status and future of a proposed Air and Space Museum at Hanscom. In response to questions, H. Gillogly and Joe Dini (Treasurer, MASM) noted that: The major goals of the museum are to develop interactive programs and display the local contributions made to air and space programs for the promotion and application of Science, Technology, Engineering, and Math (STEM) education. It is hoped that youth will be inspired to pursue technology and engineering careers. The museum was designed to grow in phases. The first phase will cost approximately $35 million and include the design and construction of infrastructure needed to support a full build out of 150,000 sf. At $75 million. The complex is designed to blend with the aesthetics of the area, preserve site lines, address access and egress concerns, and incorporate LEED building concepts. The plan calls for classroom, exhibit, and meeting space to support the goals of The group has started fundraising efforts and hopes to begin Phase I by 2015. Displays will include contributions from the Mass Aviation Historical Society, MIT, Raytheon, Boston University Space Lab, and the Museum of Science, etc. There is a youth education synergy shared with the Minute Man National Historical Park. It is anticipated that visitors, especially schools, will attend both venues while in the area supporting each organization and the local economy. Vehicles accessing the MASMP site are anticipated to contribute less than one percent of Route 2A traffic. In addition, because of normal hours of operations for museums, these vehicles will not impact peak traffic conditions on Route 2A. MASMP was designated as the approved site developer by Massport in December 2011. . 3. Monthly Noise Report/ Hanscom Projects: Sharon Williams presented the December noise report and reviewed preliminary operational statistics for 2011. Final statistics will be published in the 2011 State of Hanscom report. 4. Dorothy Steele presented the Capital Projects and Third Party Development reports and in response to questions noted that: Massport submitted the application for acquisition of the airside parcel to GSA and the FAA on January 17, 2012. Massport is unaware of the application. Massport is uncertain if the Town of Bedford submitted an application for acquisition of the upper portion of the property. Massport staff expects to request permission to negotiate a lease with Jet Aviation for the replacement of Hangar 17. Massport staff expects to present its Hangar 24/Worcester RFP recommendation to the January Board. Massport staff expects to request permission to negotiate a lease for the development of the Hartwell Road parcel with the interested party at the January Board. The Hangar 24 demolition bid has been awarded and the work is set to begin in the coming weeks. Permitting for the demolition work is finalized and was regulated by the state. Although Streamline has publically acknowledged that they would like to grow their business, they have not approached Massport with any specific plans. The Unites States Department of Agriculture is contracted by Massport to provide expertise on bird, beaver and other wildlife programs at Massport facilities. The Hanscom community does not currently have a representative on the Logan CAC. A letter from an elected official recommending a representative to the Logan CAC is required for participation, and should be submitted to the Logan CAC chair and copied to Massport. Development on Massport properties is not subject to local jurisdiction. There have been no discussions with cargo or commercial air operators at Hanscom Field.
