Minutes October 18, 2011

1.October Meeting
: The meeting was called to order by Jeanne Krieger. There were a few
comments and corrections to the September meeting minutes. Massport noted the corrections and
the members approved the minutes.
2. Monthly Noise Report:
Sharon Williams presented the August noise report and in response to
questions noted that:
The noise report lists total operations, calculated EXP data and also noise monitor data.
The new EXP system is in the final stages of testing and side by side analysis. Massport
side analysis of September data.

3. : Dorothy Steele
presented the reports and in response to questions noted that:
Massport will look into producing a chart to include in the monthly noise report, which
will show both Streamline and Linear Air operations over time. In response to questions,
it was noted that because Streamline operates extremely quit aircraft that there is minimal
if any impact on the community noise levels or EXP.
Bids for Massport Request for Proposals are not always awarded to the lowest bidder.
The state allows additional qualifiers to be considered when awarding a bid.
Massport held a pre-submittal meeting for parties interested in submitting a proposal for
the development of FBOs at Hanscom Field and Worcester Airport on Sept. 28. Massport
is currently preparing responses to development questions raised and submitted by the

October 12 deadline. Parties interested in responding to the RFP must submit their
proposals by November 30, 2011. Massport will be responsible for removal of any
contamination or asbestos in the Hangar 24 building. The future developer will be
responsible for any ground water contamination.
Naval Weapons Industrial Reserve Plant/Navy Aviation Hangar parcel has been
designated as surplus property by General Services Administration (GSA). No federal
agencies, including the Hanscom Air Force Base, are interested in the property. The
parcel includes an upper/non aviation section and a lower section that has airside access.
Massport notified the GSA of their interest in the lower level parcel for the purpose of
future aviation development and is preparing to submit an application for the property. It
is believed that the Town of Bedford is interested in the upper level parcel.
There have been no discussions with cargo or commercial air operators.
