There were no comments on the July meeting minutes and they were approved. J. Krieger informed the group that the HFAC membership slate, as proposed, had been Lincoln. Current HFAC Commissioners (and alternates) are listed on the attached attendance sheet. 2. Monthly Noise Report: Sharon Williams presented the June and July noise reports. There were no questions on the June or July noise reports. 3. Third Party Development and Capital Projects Reports: Dorothy Steele presented the reports and in response to questions noted that: The Hanscom Trails were improved and new trails were developed by Massport on its Bedford and Concord. The FAA allowed the trails project as it expedited The th ceremony on September 26 . Invitations have been sent and all are encouraged to RSVP and arrive at the Civil Air Terminal between 3 p.m. and 4 p.m. for bus transport to the event site. Massport has not had discussions with scheduled commercial or cargo operators. Massport will schedule an airport tour for new HFAC members and other interested parties. 4. Hangar 24: Tom Ennis briefed the group on the status of the Fixed Base Operators and Facilities for Hanscom Field and Worcester Airports. In response to questions submitted by Gary Davis, an airport residential abutter, Massport representatives noted the following: The development parcel at Hanscom Field is approximately 6 acres, and includes the area formerly known as Hangar 24. The RFP calls for 30,000 to 60,000 square feet of hangar space at the site, which may include office and support space. Required ramp space for a hangar is typically equal to the hangar footprint. The timeline of the development depends on many factors. Massport anticipates the process and construction to take approximately two years that will begin in November 2011with the bid review process. As proposed and agreed upon in a MOA with the Massachusetts Historical Commission for the demolition of Hangar 24, Massport will preserve and store certain items (light fixtures, signs, sonar equipment) that were identified as representing the historic significance of activities that occurred on the site. Pages 9 thru 16 in the Environmental Assessment discuss the permitting process in relation to the FAA. Ground traffic associated with a FBO typically takes place at off-peak hours. The Hanscom Field ESPR details traffic analysis for the area. Massport has issued a RFP for FBO services at Hanscom Field and Worcester Regional Airport. The RFP reflects commitments made in discussions with Representative Jay Kaufman and other elected officials, as well as community representatives regarding the future of Hanscom Field.
