Attendees introduced themselves. Streamline Questions: In response to questions, Mark Cestari noted that: • Streamline is an indirect air carrier. Mr. Cestari explained the role of an indirect air carrier. Mr. Cestari stated that Streamline intends to communicate with Massport and the community in a timely and clear manner. Streamline hopes to grow and would voluntarily discuss any plans that may develop. • Streamline representatives informed the group that type of aircraft serving Hanscom is not currently required to accommodate wheelchairs due to the size of the door and aisle. Mr. Cestari continued to say that the staff does everything in its power to accommodate disabled and wheelchair customers. There have been two such passengers since service commenced at Hanscom. Streamline has a wheelchair available for passengers requesting assistance. 3. Follow -up discussion and comments on Streamline: • Kay Tiffany stated that the problem is the "incremental, uncontrollable expansion at Hanscom ". She stated that it is difficult for the community to get a handle on what is being planned for Hanscom. Dorothy Steele addressed those comments, stating that Massport informed HFAC of Streamline's interests in Hanscom as soon as it was known, even though it was not the type of activity that is typically brought before HFAC for discussion or review. • Kati Winchell stated that it is hard to grasp the difference between a direct and indirect air carrier. Ms. Winchell stated that the impact of the operations is the same to the community. There was discussion about the Master Plan and Noise Rules and the HFAC members discussed pursuing increased operational restrictions at the Federal level. D. Steele noted that pursuing changes in current regulations would trigger a review of all airport programs that are grandfathered and currently assist us in mitigating operational impacts at Hanscom, such as nighttime landing fees and the 60 seat rule. Ford von Weise noted that The Aircraft Owners and Pilots Association (AOPA) has formally requested that the FAA abolish the nighttime surcharge rule due to the fact that it is unduly discriminatory because it is not based on an aircraft's actual noise impact but rather the weight of the aircraft. Mr. Cestari stated, for the record, that he objects to the statement that Streamline entered the market due to a loophole in the regulations. Mr. Cestari stated that Streamline complied with all regulations and is a clear cut, viable operation. The community further elaborated about the affect of future increased Streamline operations and other users' impact on vehicular traffic. D. Steele noted that Hanscom Field contributes less than 5% of peak time traffic to Route 2A in the am and pm peak periods. D. Steele suggested that the community get involved with the upcoming 2012 ESPR that does a thorough review of the cumulative effects of existing Hanscom conditions as well as potential future Hanscom development and airport operations. 4. Monthly Noise Report: Sharon Williams presented the April noise report and in response to questions noted that: • The new system to collect aircraft operational data is on schedule; we are currently performing side by side testing with the new system and existing system. • The website portion of the noise software is still in development stages. • Various aircraft operating fees will increase starting July 1St. including the Nighttime Field Use Fee for Arrivals and Departures which was implemented to discourage operations during community- sensitive hours. • Massport's Fly Friendly program includes initiatives to reduce touch and go traffic over the Minute Man National Historical Park. Since the program's inception in 2010, traffic over the Park has decreased significantly. In the most recent review period (March, April & May 2011), Touch and go operations over the Park decreased 29 %. • For the month of April, 2011, Civilian Departure EXP decreased 1.1 dB compared to April 2010. 5. Monthly Capital Projects and Third Party Development Report: Dorothy Steele presented the reports (see attached). • Massport is nearing completion on the trail improvements that were part of the JCA MOA with the Town of Bedford. Existing trails have been cleared and trail signage has been installed. An emergency vehicle and pedestrian access gate will soon be installed on route 62 in Bedford. Access to the trails is via Bedford conservation land, the Route 62 access point (in Bedford), and the trail connection from Gaining Ground in Concord. The trails are currently open and Massport will work with the Town of Bedford to communicate the official opening of this new trail system to the public. • Massport has not had discussions with parties interested in scheduled commercial or heavy cargo operators at Hanscom. 6.
