Introductions: The meeting was called to order by HFAC Chair Jeanne Krieger. HFAC *nominated /members Lincoln Selectwoman Sara Mattes, Kay Tiffany, Kati Winchell, *Dee Ortner, Tom Hirsch, *Ford Von Weise, and *Zach Neds were in attendance. Attendees introduced themselves. There were no comments on the March Minutes. 2. Streamline Questions: Dorothy Steele responded to questions about the Streamline operation submitted by the Commission to Massport in advance of the meeting (see attached). In response to questions, D. Steele noted: • Hanscom Field Administration was made aware of Streamline's interest in operating out of Hanscom on February 9, 2011. Within 4 business days, at the February 15th HFAC meeting, Massport informed the community that it had had preliminary conversations with Streamline and offered some basic information about the potential operation. On March 8th Streamline informed Hanscom Field Administration that it would begin operations between Trenton and Hanscom in April. Massport contacted HFAC and requested that Streamline be added to its March agenda. Streamline representatives presented their plans to the community at the March 15th HFAC meeting and responded to all questions and concerns (please refer to April 15, 2011 minutes). • The U. S. Department of Transportation (USDOT) approved Streamline's authority to conduct operations described in Streamline's FAA - issued Part 135 Certificate. It is the FAA's responsibility to determine whether Streamline is authorized or qualified to conduct the type, of operations it is conducting at Hanscom. Massport has no regulatory role or authority in that process. Streamline's certificate is a public record. Under federal law, Massport is required to allow Streamline, or any other properly certificated airline; to land and take -off at Hanscom Field. • Massport leased Streamline office space in the Civil Air Terminal. Massport does require, received and presented to the HFAC a copy of Streamline's application /certification to do business in Massachusetts. The requested names and addresses of Streamline's management and stockholders are listed on the document (attached) which was presented to HFAC's chair. • Had Streamline chosen to operate using an FBO's services and facilities, as other scheduled charter services have, Streamline could have started service without any approval from or notification to Massport. State Representative Jay Kaufman read a statement (see attached) describing his perception of the relationship between Massport and the community and his belief that Massport is not observing its commitments to the community, and suggested ways that the community could pursue changes to Massport's Enabling Act. The Representative also expressed his opposition to Streamline's operation at Hanscom Field. State Senator Kenneth Donnelly, and Mark Gallagher (Congressmen Markey's aide) were also present. D. Steele stated that Massport continues to honor its commitment, as stated in a letter addressed to Representative Kaufman on May 24, 2010, that it will not promote, market, or invest in infrastructure for commercial or cargo operations at Hanscom and that those resources would be actively promoted for Worcester and Logan airports. She further explained that Massport did not approach Streamline; according to Streamline officials, the airline researched the Trenton/Philadelphia market and other New England airports, including Worcester, and decided on Hanscom; although Massport is promoting co obligated by federal law to operate the airport discrimination to all types of aviation activitic passenger service. • There was in depth discussion on 121 versus Part 135. He went on to explain that airplanes and jets are much quieter now, than in the past, due to modern technology. • Margaret Coppe acknowledged her dissatisfaction with the timeframe between notifications to HFAC about Streamline's proposal and the start of service. Kate Winchell commented that at the March HFAC meeting Mark Cestari told members that Streamline was dedicated to being a good neighbor, but noted that its representative was not present to directly answer questions regarding it. Winchell also suggested that there is an association between Streamline and Shuttle America and that communications surrounding Streamline's operations should have undergone a different process. • Kate Winchell commented that at the March HFAC meeting, Mark Cestari told members that Streamline was dedicated to being a good neighbor, but noted that its representative was not currently present to answer the additional questions about its operations that were posed by the community. Winchell also suggested that there is an association between Streamline and Shuttle America and that communications surrounding Streamline's operations should have undergone a different process. 3.
