There were no comments on the April Minutes. 2. Monthly Noise Report: Sara Arnold presented the April noise report. In response to questions, S. Arnold explained that: The jet aircraft category data is solely IFR; turbo and other aircraft categories are counted using both IFR flights and estimates. Jet numbers are increasing in 2010 compared to 2009, but are still lower than comparable months in the years just prior to 2009. Complaints are tracked and recorded twenty four hours a day. Complaints are down compared to years past; this can be attributed to fewer repeat complainants, and less jet or military activ new airline, which tends to generate more complaints. EXP is calculated using algorithms that were created by the noise consultant Harris Mil, which is a standard used at airports for creating noise contours. Aircraft types are assigned to a group based on comparable noise performance, and each group has an assigned Sound Exposure Level (SEL) representing the noise at 15,000 feet from start of take-off roll. The SEL for a group is logarithmically multiplied by the number of average daily operations, with 10 p.m. to 7 a.m. operations being weighted to account for their more intrusive nature, creating a partial EXP. Partial EXPs are added logarithmically to provide an EXP total for different combinations of aircraft, e.g. military and civilian. 3. Hanscom Projects and Miscellaneous Information: Sara Arnold and Dorothy Steele presented the following information and responded to questions. Massport is working with the owner of 15 De Angelo Street on a license agreement that will allow Massport to install the Site 34 noise monitor in a location that should not be vulnerable to being hit by a truck. It is anticipated that the monitor will be installed and ready this summer. Linear Air is an air taxi service, available to the public. They operate Very Light Jets Leveling pipes will be installed in the near future to reduce flooding at the Runway 23 end. The Vegetation Management Plan is moving towards a maintenance phase. Traffic entering Hanscom Air Force was re-routed to a new entrance gate off Route 2A for a few days as a result of construction to the gate off Hanscom Drive. Massport has not had discussions with commercial or cargo operators. Next Meeting: The next HFAC meeting is scheduled for June 15, 2010.
