Minutes
November 17, 2009

1. Minutes:
The meeting was called to order by Hank Manz. There were no comments on the
October Minutes.
2. Monthly Noise Report:
Sara Arnold presented the October noise report. There were
questions about the noise monitor at Site 34 in Bedford. It is not functioning because it was hit
by a truck.Mike Rosenberg plans to visit the current site. If the Town of Bedford agrees to
leave the monitor where it is, protections will need to be installed that prevent trucks from hitting
the monitor. Also, Massport would need to work out a resolution with the owners of that
commercial property to address branches from a tree that are problematic to the site.
3. Hanscom Projects:
In response to questions, S. Arnold explained that:
The Civil Air Terminal (CAT) and the Massport sign on the building have been painted.
Massport is developing a design for a new terminal roof that includes solar panels.
Beavers in the Jordan Conservation Area are causing flooding that impacts Runway 23.

Massport is meeting with the Bedford Conservation Commission (BCC) on December 2
to discuss the installation of leveling pipes.
The first formal BCC hearing on the Notice of Intent for vegetation management in the
th
Jordan Conservation Area is November 18. Mike Rosenberg noted that it appears the
Town of Bedford and Massport are reaching agreement on how the issue of vegetation
management in this area can be handled.
The Massachusetts Historical Society has not yet signed the Memorandum of Agreement
relating to Hangar 24.
4. Next Meeting:
The next HFAC meeting is scheduled for December 15, 2009.
