Minutes

1.Minutes:
No corrections to the November Minutes were reported. Hank Manz
confirmed that the October Minutes accurately described the comments Kati Winchell
had made regarding John Silva’s intent to have another FAA-sponsored Section 106
meeting.
Several months ago, Mr. Garabedian wrote an editorial questioning the motives of those
who oppose the redevelopment of Hangar 24. H. Manz reported that he had contacted
John Garabedian, inviting him to attend an HFAC meeting.
2.Monthly Noise Report:
Sara Arnold presented the monthly noise report. In response
to questions, S. Arnold explained that:
The 12-Month Interval Average graph demonstrates the downward trend in
aircraft noise levels during 2008; this reflects the decrease in jet activity.
Development of the new website for the upgraded noise system has been on the
back burner to allow time to focus on getting the system fully operational.
3. Hanscom Projects:
S. Arnold noted that the Runway Safety Area project is moving
forward, but will be on hold during the winter. She reported that there have been and/or
will continue to be meetings with the Conservation Commissions in the four towns
regarding vegetation removal in wetlands that are on the airport; Lincoln has already
issued its Order of Conditions. Dorothy Steele agreed to send H. Manz an electronic
copy of the 2004 deicing study.
D. Steele distributed copies of an air quality study based on East Ramp hangar
development. She reported that Massport will be sending a Categorical Exclusion
request to the FAA for this development. She added that the noise study, which was
previously distributed, and the air quality study will be included as part of the Categorical
Exclusion request.
In response to questions, Dorothy Steele said that:
A Categorical Exclusion is a determination made by the FAA, under NEPA, for
an airport project that normally does not have a significant adverse effect on the
environment.
Massport has been contacted by interested parties regarding private hangar
development on the East Ramp, although there are no specific proposals at this
time.
Massport envisions corporate/private hangars on the East Ramp, not a Fixed Base
Operator.
Access to the East Ramp would be through the Air Force Base, consistent with
the process used by those currently accessing East Ramp hangars. It is also
possible to escort someone to the East Ramp from the Civil Terminal area.
The noise and air quality studies assumed a full build/“worst case” scenario of
368,000 square feet of new hangar space.
4. Other:
S. Arnold explained that Massport is encouraging Part 135 carriers to submit
their Hanscom enplanement figures to the FAA. This effort is designed to identify
10,000 Hanscom enplanements in 2008, thus reaching the threshold for getting one
million dollars in federal money. In recent years, Hanscom has reached about ~8,000
annual passengers from Part 135 operators, and Hanscom’s commercial air carrier
brought the figure above 10,000. However, commercial air carrier operations ended in
February 2008.
D. Steele said there have been no discussions with cargo or commercial air carriers.
