Minutes

1.Minutes:
It was noted that a requested correction to the September Minutes was
made. Dorothy Steele asked Hank Manz to verify that the reporting of Kati Winchell’s
statements in the October minutes accurately summarizes her discussion with John Silva.
2.Monthly Noise Report:
Sara Arnold presented the monthly noise report. In response
to questions, S. Arnold explained that:
Completion of the noise system website has been delayed because the contractor
has had to focus on developing the rest of the software components for the noise
monitoring system upgrade. Massport is requiring a complex, state-of-the-art
system, and the contractor has needed more time than was originally anticipated
in order to meet Massport’s specifications.
Jet activity is down, which is having a negative impact on Hanscom’s revenue
stream. In response, Hanscom Administration is identifying areas for spending
reductions and increasing revenue generation.
3. Capital Projects:
It was noted that capital projects are moving forward as outlined in
the November-HFAC Project report. H. Manz asked a question posed by a resident in an
email to him relating to the Vegetation Management Program in Bedford. D. Steele
explained that Massport and Bedford representatives are in preliminary discussions
regarding the process that will be taken to develop a vegetation management plan for the
Jordan Conservation area.
4. Community Concerns:
A number of issues/concerns were raised by residential
community members, as follows:
H. Manz reported having received an email from a resident suggesting that the
Conservation Commissions from the four towns meet to discuss issues of mutual
interest. D. Steele commented that HATS has been bringing like committees and
boards from the four towns together at their meetings to facilitate an exchange of
information. She suggested that if it is the desire of the four towns to have their
conservation commissions meet to discuss broad policies, procedures and
programs not necessarily related to Hanscom Field, the HATS meeting would
most likely be the appropriate forum for that discussion.
H. Manz asked Massport for information on the infrastructure and programs it
uses to manage stormwater run-off. The Town of Lexington is currently looking
for ways to improve its stormwater management programs. D. Steele explained
that Massport is currently working with Massachusetts Department of
Environmental Protection and Hanscom Air Force Base to determine next steps
for developing practicable stormwater controls to protect the Shawsheen River.
She agreed to discuss H. Manz’s request with Massport’s environmental division
to determine if this type of discussion would be appropriate at this time.
In response to a question about Massport developing a hotel, D. Steele said that
Massport has assessed such development at Hanscom Field in the past, but it is
currently off the table and was not mentioned in the 2005 ESPR. There was
discussion about reports regarding the possible development/reassignment of
residences at Hanscom Air Base.
D. Steele presented the Hanscom de-icing study to the Commission as requested at the
October HFAC meeting. An electronic copy of the study will be emailed to H. Manz.
