Minutes

1. Minutes and Future Meetings:
There were no comments on the April Minutes. It
was noted that John Williams’ presentation last meeting was very constructive and much
appreciated by the Commission and meeting attendees. The next HFAC meeting date was
th
scheduled for June 19 in Lexington, and will tentatively take place in the newly
renovated Selectmen’s meeting room. Consistent with past practice, HFAC will not
convene in July and August unless an urgent issue arises.
There was discussion about reviewing the HFAC Memorandum of Understanding in the
future. Margaret Coppe noted that the Commission needs to discuss the formal process
for establishing a new Chairperson and for the nomination of HFAC members. It was
suggested that the Towns of Concord and Lincoln do not appear to be interested in
serving as chair for HFAC. Hank Manz will explore the option with Bedford.
2. Monthly Noise Report:
Sara Arnold presented the April noise report. It was noted
that in past reports a single engine turbo aircraft has been counted as a “single” for the
category counts. The aircraft should be counted as a turboprop since it isn’t a single
engine piston aircraft, and this change will be made for future report.
There was discussion about the allocation of different categories of aircraft used in the
counts and EXP. S. Arnold stressed that the aircraft count reports are estimates and are
meant to be representative and not absolute numbers. She noted that the new noise
monitoring system and fee collection system are providing additional sources of data, and
it may be that some changes will be made to the data source used for EXP. This could
provide an opportunity to revisit the current system, but if this is done, it will disrupt the
ability to make comparisons to past years.
The night operations data is still incomplete because medical flight date has not yet been
reported to Massport. It is anticipated that the noise level data from the noise monitors
will be available next month. In response to a question, S. Arnold informed the group
that the new noise monitoring system will use transponder technology to gather aircraft
activity information.
3. Planning Report:
HFAC was informed that a Notice of Intent for the runway safety area
project will be filed with the Bedford Conservation Commission in May.
The FAA has now approved the Hanscom Airport Layout Plan (ALP).
Massport will present the ALP at the June HFAC meeting.
Commercial Operations
4. : Massport has had no discussions with cargo or commercial
carriers.
