Hanscom Field Advisory Commission
Minutes
March 20, 2007
Prepared by Massport Staff
1. Welcome:
Hank Manz called the meeting to order at 7:15 p.m. It was noted that John
Williams will make a presentation about Very Light Jets (VLJ’s) at next month’s
meeting. H. Manz also noted that next month’s meeting is during school vacation week.
Those present agreed that the minutes from last month’s meeting are acceptable and do
not need any changes.
2. State Of Hanscom Presentation:
Barbara Patzner, Director of Hanscom Field,
presented the State of Hanscom. B. Patzner noted that the State of Hanscom will be made
available on the Massport website. In response to questions about Massport’s use of
chemicals during snow storms, she said that there is no use of salt anywhere on the
airfield, only on the landside portion of the airport. Sodium formate is used on the
airfield.
3. Monthly Noise Report:
S. Arnold presented the February noise report. In response to
questions, S. Arnold said that some night operations are exempt. She noted that currently
there is a check carrier service, which is not exempt, that frequently operates at night.
Gordon Feltman commented that Bedford was still waiting to hear from Massport about
vegetation management plans that Massport wishes to pursue in Bedford. Dorothy Steele
said that a plan is being drafted and should be ready in three to four weeks. G. Feltman
requested and it was agreed that the plan would be made available to Bedford with ample
time for their review before meeting again.
4. Other:
After the events of 9/11/2001, strict access restrictions were implemented at
Ronald Reagan Washington National Airport (DCA). B. Patzner reported that pre-
cleared general aviation operations departing from Hanscom Field can now fly directly
into DCA making Hanscom a “gateway airport” for DCA.
John Williams noted that the 7 a.m. opening of the FAA Tower is late in regard to
addressing today’s business world needs. Barry Morgan, FAA Tower Manager, explained
the staffing issues involved in opening an hour earlier. It was also noted that towns have
by-laws that use 7 a.m. as a time before which noisy activity is not allowed. J. Williams
suggested that pilots who avoid the nighttime hours should be recognized for setting a
good example.
In response to questions, Dorothy Steele and Barbara Patzner remarked that there have
been no discussions with cargo or commercial carriers. They also noted that Hanscom
reached the 10,000 enplanements required for Hanscom to be eligible for the FAA’s $1M
grant money.
