Minutes
February 20, 2007

Hank Manz called the meeting to order at 7:00 p.m. He noted that several people could
not attend because of school vacation week and local political events being held in the
towns.
Monthly Noise Report:
Sara Arnold presented the monthly noise report. In response to
questions, she noted that night operations vary by aircraft type and by operator, although
some operators perform multiple night flights during a week. More night flight operations
are executed by jets than any other aircraft category. In general, there are more night
operations between 11 p.m. and midnight and between 6 a.m. and 7 a.m. than between
midnight and 6 a.m.
Commercial Operations:
As previously reported, Boston Maine Airways has
introduced a new route to New Haven, CT. S. Arnold distributed their new flight
schedule brochure, noting that the new service allows passengers to connect to
Baltimore-Washington International Airport (BWI) from New Haven. Previously,
passengers went through Trenton to get to BWI.
2005 Draft ESPR:
As a follow up to information previously forwarded to HFAC via
electronic mail, Dorothy Steele distributed copies of the Massachusetts Environmental
Deleted:
Policy Act (MEPA) Certificate for the Draft Environmental Status and Planning Report
(ESPR). The certificate found that the Draft ESPR adequately and properly complies
with MEPA regulations, and that no major issues remain that warrant the preparation of a
separate Final ESPR. The Draft ESPR will be reviewed as the Final ESPR. Massport will
hold a Final ESPR Informational Presentation at 6 p.m. on March 8; the MEPA public
hearing will be held at 5 p.m. on March 13 at the Civil Air Terminal. Close of public
comments on the Final ESPR is March 26.
Upcoming HFAC Meetings:
Barbara Patzner, Airport Director for Hanscom will
present The State of Hanscom to HFAC on March 20, 2007. H. Manz and John
Williams agreed that J. Williams will make a presentation on Very Light Jets (VLJ’s) at
the HFAC meeting on April 17, 2007.
