Manz asked Massport if there have been any discussions with commercial and/or cargo operators. Dorothy Steele reported that Boston Maine Airways is planning to extend daily service to New Haven, CT, starting sometime in January or February 2007. Boston Maine will also have service from New Haven to Baltimore Washington. It was noted that the 2005 Annual Noise Report is available on the Massport website. H. Manz suggested that HFAC might like to suggest what links/documents may be useful to have available online. D. Steele replied that Massport is upgrading its website and the timing is good for making suggestions. H. Manz asked about interest in having future meetings at an earlier time. The group agreed that 7:00 p.m. is a good time to have the next meeting (January 16, 2007). Monthly Noise Report: Sara Arnold presented the noise report for the months of October and November 2006. It was noted that military operations are up in 2006 as compared to recent previous years; no particular reason has been identified by Massport. H. Manz inquired about the complaint process at Hanscom to determine whether this would help determine the best methods to handle complaints at Lexington Town Hall. Planning Report: S. Arnold noted that on November 30, the Draft Environmental Status and Planning Report (ESPR) was filed at the Mass. Environmental Policy Act (MEPA) offices. CDs of the report are available at the town halls and have been distributed to commenters as well. The report is also available online. There will be a series of public meetings in January to cover the different topics addressed in the report. On October 18, MEPA staff issued a certificate for the Draft Environmental Impact Report (DEIR) for the runway safety area project. The certificate reported that the DEIR adequately and properly complies with the scope of work for the project. Massport is having discussions with the Town of Bedford regarding vegetation management in the Bedford Town Forest and the Jordan Conservation land. The Hangar 10 lease has been signed but there is no further information on Stream Enterprises’ plans to replace the hangar. Dorothy Steele reported that Massport received notification from the Massachusetts Historical Commission (MHC) that Hangar 24 meets certain criteria for having historical significance. Massport has filed a Project Notification Form with MHC and will be exploring ways to preserve important information about the building. D. Steele explained that the Airport Layout Plan (ALP) is currently being reviewed by the FAA. Once it is approved, Massport is willing to make a presentation about the ALP. This could be during one of the January ESPR meetings or to HATS or HFAC at a later date, depending on when Massport hears from the FAA. Other: D. Steele provided a letter from Massport’s CEO, Thomas Kinton, that was written in support of legislation filed by Senator Frank Lautenberg of New Jersey that would phase out non-Stage 3 aircraft. S. Arnold commented that this would be very good news for Hanscom. Non-Stage 3 aircraft operations make up less than one percent of Hanscom’s activity but constitute 23% of the noise.
