June Minutes: The June Minutes were accepted with one word use correction (sited should be cited) and with the addition of the term “very light jet” in connection with the discussion of the Eclipse aircraft. 2. October Meeting: The Commission would like to have next month’s meeting at Hanscom Field and include a tour of the airfield prior to the meeting. Dorothy Steele is coordinating this to start at 5 p.m. on 10/17/2006. 3. Monthly Noise Report: The monthly Noise Report was presented by Cedric Daniel. There were comments about the way noise disturbances are recorded and questions about the identification of Stage 2 aircraft operations. C. Daniel explained that there are a variety of aircraft types that make up Stage 2 operations and gave examples. C. Daniel noted that the Noise Office determines whether daytime disturbances are civilian or military and will do more detailed research when requested or if there is a specific suspected “irregular” event. All nighttime noise disturbances are researched in detail. 4. Hanscom Projects: D. Steele reviewed the Hanscom Projects report. In response to questions, she noted: The new noise abatement software is in the midst of side by side testing; Massport is discussing the Vegetation Management Plan for Runway 5/23 with the Town of Bedford; The comment deadline for the Runway Safety Area project is approaching; Massport expects to file the Environmental Status and Planning Report later in the fall of 2006; and Crosspoint decided it would not pursue the development of Hangar 24. Therefore, Massport staff is reviewing the original RFP and expects it to be reissued in the near future. Copies will be distributed to the Commission as well as the HATS communities, Town Hall, and the town libraries. Richard Canale asked about Massport’s plans to update its Airport Layout Plan (ALP) for Hanscom. He questioned why Massport is not opening a public process and comment period for the ALP, because FAA regulations state that a revised ALP is subject to a public process. D. Steele replied that it is her understanding that the FAA does not require a public process for a revised ALP. R. Canale asked that Massport respond to three questions: A.What kind of public process does Massport intend to have for the ALP? B.When and how will Massport include HFAC in the ALP process? C.When and how will Massport include the Hanscom Area Towns Committee (HATS) in the ALP process? 5. New Massport CEO: Hank Manz expressed a desire to have HFAC meet with Tom Kinton to discuss his vision for Hanscom’s future. He stated that he does not have a specific agenda for the discussion. He suggested that the meeting take place in November, so that he could draft an agenda by the October HFAC meeting. D. Steele agreed to coordinate the meeting. 6.Airport User Comments: H. Manz asked Tom Hirsch if the aviation community has any significant concerns regarding Hanscom Field. T. Hirsch replied that there have been some logistical concerns related to recent and proposed upgrades to the airport’s safety and security programs, but airport officials and Hanscom tenants meet monthly to exchange information and concerns and Hanscom tenants are generally pleased with this communication forum.
