Minutes
May 18, 2004
1.Minutes:
The April Minutes were approved.
2.State of Hanscom:
Barbara Patzner presented the State of Hanscom, focusing on
the highlights of 2003 and plans for 2004. There was discussion about
Hanscom’s deficit and its Capital Projects. Richard Canale and Julian Bussgang
asked about changes in impervious surface and parking accommodations that
result from new developments. B. Patzner said that these are presented to HFAC
for each new project. Marty Pepper-Aisenberg objected to Massport’s method of
calculating Hanscom Field’s economic impact, which was last done for fiscal year
2000, saying that Massport’s methodology exaggerates the impact and doesn’t
take adverse effects into consideration. Richard Walsh explained that the analysis
was done by a consultant.
3.Plane Sense of Groton:
Several members of Plane Sense explained to HFAC
that they are being disturbed by small aircraft, some of which start from Hanscom
Field. They have found that there is an inordinate amount of flight school activity
over their homes in the Groton area. They are looking for reasonable solutions,
and are asking that there be a more even distribution of the noise. They have met
with the FAA and Marty Meehan and Sen. Kennedy’s offices, among others.
They have stabilizing binoculars for identifying aircraft. They have asked for
cooperation from Hanscom’s flight schools and have found Executive Flyers to be
cooperative, but have been less satisfied with East Coast Aero Club. The data
they presented HFAC was from a year ago. They are waiting to get additional
data for this year to see if there has been any improvement.
They would like Hanscom Field pilots to adopt a fly friendly policy. John
Williams commented that it is important for pilots to show consideration, and he
is interested in getting more information from the flight schools.
4.Monthly Noise Report:
Sara Arnold distributed the monthly noise report, noting
that the total operations decreased, while business jet activity increased 7.1
percent when comparing April 2004 to April 2003. There was discussion about
Stage 2 and Stage 3 jets; J. Bussgang asked if the monthly report could indicate
which jets were Stage 2. In response to questions about jets staying low when
they depart Hanscom, it was noted that they climb to 2000 feet, and then they are
passed off to the Boston control tower.
5.Planning Report:
S. Arnold reported that
- Liberty Mutual has taken down Hangar 1. They will be attending the June
HFAC meeting to discuss their plans for the site.
- Some grubbing is being done as part of Phase 1 of the Vegetation Management
Project.
- Massport will contact Bedford when they have more information on Phase 2 of
the Vegetation Management Project, which involves Bedford property.
- CDM consultants will attend the June HFAC meeting to discuss the deicing
study; copies of their report were made available.
