HANSCOM FIELD ADVISORY COMMISSION
MINUTES
September 16, 2003
1.Introductions and Minutes: Attendees introduced themselves. The June 2003
Minutes were accepted.
2.HFAC Membership and Chairmanship: Peter Enrich reported that HFAC has 16
positions, four of which are assigned to the four towns contiguous to Hanscom
Field. The Selectmen in the four towns are each responsible for accepting the full
membership roster. The Boards of Selectmen in Lexington, Lincoln and Bedford
have accepted the roster that was prepared last June. It was noted that Rick Blaze

July and August comparisons. Most aircraft activity declined during those months,
although there was a slight increase in jet operations. Night activity decreased,
complaints remained stable, and noise decreased.
4.Commercial and Cargo Reports: Richard Walsh reported that Shuttle America
continues to fly six daily round trips.
Peter Enrich reported that FedEx had originally planned to attend a July HFAC
meeting, but then asked to come in September. Subsequently, FedEx reported that
they were still not ready to make an HFAC presentation. It has been agreed by
both FedEx and Massport that should FedEx decide to pursue opera

5.Environmental Status and Planning Report (ESPR): P. Enrich reported that the
Secretary of Environmental Affairs had signed the certificate accepting the Final
ESPR. In response to questions, R. Walsh said that Massport will respond to the
comments in the next ESPR. He also said he would provide a copy of the
Massport letter written to a Concord resident who asked questions at the ESPR
hearing.
6.De-icer Use at Hanscom: R. Walsh reported that responses to questions submitted
by the HATS Environmental Subcommittee (HATS ES) were available. Massport is
also preparing responses to questions and requests submitted by the Town of
Bedford. Shelly Moll reported that Bedford recognizes that Massport is allowed to
use runway deicers, but decided to submit some requests, and he will share

It was generally agreed that HFAC should prepare any recommendations or
guidance at the next HFAC meeting. R. Walsh suggested that staff from
GVhhedgiMh ?ck^gdcbZciVa Oc^i XdjaY bZZi with the HATS ES before the next HFAC
meeting to try and resolve any outstanding issues.
7.Capital Programs: S. Arnold reported completion of the following capital projects:
- The parking lot resurfacing
- Phase 1 of the fencing project
- The ESPR
- Restoration of Juliet and Echo taxiways
There was discussion about a number of capital projects that wil
near future. S. Arnold said that the new Civil Air Terminal (CAT
installed this fall. Phase 1 of the Vegetation Management Program will begin in the
winter when the ground is frozen. This will include vegetation
towns; it will not include any work in the Bedford Town Forest or the Jordan
Conservation Land.
S. Arnold said that design work for resurfacing the western port
Ramp will be pursued this fiscal year. Originally this was scheduled for FY05 but
the pavement is deteriorating, and if there is going to be an Air Show this next year
it will be especially important to have the pavement in good condition. The
pavement belongs to Massport, and Massport will be responsible for paying for the
work.
S. Arnold noted that the permits for the Runway Safety Area will
spring. This project was described in the Runway Safety Area study that was
previously distributed. The work involves re-grading areas around the end of
Runway 23 to meet FAA standards.
In response to questions, S. Arnold explained that the perimeter road improvements
will allow access for service vehicles from the end of Runway 29 to an area
between Runways 29 and 23 that has been identified for new T-hangars. This is
the only perimeter road that is included in the capital program at this time.
8.Third Party Development: S. Arnold reported that Liberty Mutual is planning to
develop the Hangar 1 site. The issues relatZY id DZi ;k^Vi^dcMh [^ghi g^\]i d[ gZ[jhVa
have been resolved. Liberty Mutual may begin demolition as early as this fall.
They have proposed a hangar with approximately 30,000 sq. ft and office space
around 12,000 sq. ft. Massport does not have drawings at this t
Massport accepts a plan, Liberty will be asked to come to HFAC to describe the
proposed building. P. Enrich asked that Liberty be prepared to explain their
intended use and the kinds of aircraft that will use the facility. When asked if
signing a new lease requires an environmental egdXZhh+ M- ;gcdaY hV^Y h]Z lVhcMi
aware of any such requirement.
S. Arnold said that Massport is preparing a Request for Proposals (RFP) for
development of the Hangar 24 site that should be issued this fall. Massport will be
encouraging a proposal that includes hangars for the flight schools. Access will be
from Virginia Road, the current access point. A copy of the RFP will be made
available once it is issued.
S. Arnold said that Massport is also preparing a RFP for the Pine Hill site, which is
also off of Virginia Road. This will be for two small hangars,
each or one larger hangar (about 20,000 sq. ft.).
9.Other: R. Walsh reported that Massport will be attending the September 25, 2003
Bedford Board of Appeals meeting. Princeton Properties is propo
project under Chapter 40B that will result in 250 housing units. They will be off
Concord Road, not far from the Concord line. The parcel of land abuts Massport
property just to the northwest of the runways. Massport opposes housing so close
to the airport and will be making a statement to that effect.
S. Arnold reported that Massport conducted its annual Table Top Exercise, which
brings together emergency response units from the area. It allows the different
entities to discuss how they would handle an airport related emergency. Every three
years Massport conducts a simulated emergency.
