HANSCOM FIELD ADVISORY COMMISSION
MINUTES
September 17, 2002
1.Introductions and Minutes: Attendees introduced themselves. As the new chair,
Peter Enrich expressed a desire to formalize acceptance of the Minutes, but noted

was concluded by the poor attendance that meeting notification had not been
complete. P. Enrich will review his notification email list.
2.HFAC Membership: It was noted that Acton and Carlisle had HFAC representatives
who have resigned. It may be appropriate to contact other towns that may be
interested in sending a representative to fill the places curren
Carlisle. Waltham has expressed interest. Also, the Raytheon seat has not been
utilized recently. Margaret Coppe agreed to serve on a Nominations Subcommittee
to call current members and determine who will continue to serve on the
Commission. P. Enrich will ask Tom Hoban if he would also serve
would also like to have one of the Selectmen participate and will discuss this with
the other Selectmen who are HFAC members.
3.Noise Report: Sara Arnold reviewed the monthly noise report, which covered
of the June and July comparisons. Community members noted that jet activity
continues to increase and this is of increasing concern to the communities. Also,
night activity is particularly disturbing. Later in the meeting a community member
added that sports teams seem to feel particularly entitled, and fly in at all hours.
The general public sees this as a problem.
S. Arnold reported that the 2000 Environmental Status and Planning Report
(ESPR) is using the most current Integrated Noise Model (version 6.0c) for
calculating noise, and it would be appropriate to upgrade the EXP calculations. S.
Arnold has targeted the change for the beginning of 2003, so wil
using Version 5.1. She suggested that questions related to the conversion could be
raised at the ESPR noise workshop, being held Saturday morning, September 28.
4.Planning Report: S. Arnold reported the following:
A Request for Proposals (RFP) for development of the Hangar 1 si
distributed in late August to those who had responded to the request for Letters of
Interest that was sent out a year ago, as reported to HFAC at that time. The RFP
suggests a 50-60,000 square foot hangar with related office space.
The parking lot resurfacing project went out to bid last week. Underground work
and lighting for a revenue lot will be included, but a revenue s
installed at this time. The drawing in the bid package shows 649 spaces within the
perimeter road area. It is expected that some additional spaces will be included
when the line painting is actually being done. There will also be parking available
on the outside of the area enclosed by the perimeter road. The total number of
spaces in the area will not exceed the approximately 700 identified in the ESPR.
The bid package for upgrading the terminal area fencing is going out to bid this
week. A second phase project for fencing around the field will follow.

and it is reasonable to assume that there will be increases.
Signature Flight Support Services has assumed operation of the Fixed Base
Operator facilities previously operated by Mercury Air Group.
Aircraft activity can be observed on the computer by going to the Massport website.
Although the focus is on Logan operations, it is possible to see Hanscom flights as
well.
Richard Walsh reported the following:
Starting October 6, Shuttle America is planning to drop its Philadelphia route and
will only be providing 6 daily round trips to Trenton. Boston-Maine reports serving

The ESPR was filed at the end of July, and the community public
review the technical work have begun.

plans have closed in each of the four towns. Massport is waiting to receive the
Orders of Conditions.
The Transportation Security Administration has assumed responsib
Hanscom passenger checkpoint. Massport will be complying with Federal
regulations regarding equipment requirements. A resident heard that a pilot was
able to get to her plane without going through a checkpoint. It was noted that
pilots with card access can walk to their planes, or they are escorted, but no one
drives out to a plane.
