Community Farming Committee
Meeting Minutes
July 10, 2013
A meeting of the Community Farming Committee was held on July 10, 2013 at 8 00 a m in the
Selectmen's Meeting Room In attendance were Michelle Ciccolo, Alan Wrigley, Tom Oliver
and Michael Bliss Also attending Assistant Town Manager for Finance Rob Addelson
(member of the RFP evaluation committee), Purchasing Director Lindsay Dahlberg and Town
Manager Carl Valente
Mr Valente opened the meeting and explained that Committee member Ralph Zehnsky has
decided that he is unable to accept the appointment to this Committee
Approve Minutes The Committee approved the Minutes of the June 27, 2013 meeting on a
unanimous vote
Executive Session Ms Ciccolo moved that the Committee go into Execution Session for
Exemption 7, to comply with a General Law requirement MGL chapter (26)(d) and (h)
(Deliberative Process, Protect Integrity of Bidding Process) Mr Bliss seconded the motion On
a roll call vote the motion was unanimously approved
Evaluation of Community Farm Proposals Mr Valente asked Ms Dahlberg to facilitate the
discussion regarding the evaluation of the Community Farm proposals In response to Ms
Dahlberg's question, the Evaluation Committee agreed that both proposals met the minimum
criteria called for in the RFP
Ms Dahlberg then reviewed the Request for Proposals in regard to the Evaluative Criteria Ms
Dahlberg stated that she had Karen Mullins' evaluations (RFP evaluation committee member
who is on vacation)
1 Business Plan The Committee members discussed their individual evaluations of the
two proposals After a full deliberation, there was a consensus that, regardmg the
Business Plan, the LexFarm proposal should be evaluated as Highly Advantageous The
Committee initially could not reach a consensus rating on the Fat Moon Farm proposal,
but subsequently agreed to evaluate it as Advantageous, subject to follow-up questions to
be asked at the interview stage
2 Operational Plan The Committee members discussed their individual evaluations of the
two proposals After a full deliberation, there was a consensus that, regardmg the
Operational Plan, the LexFarm proposal should be evaluated as Highly Advantageous
and the Fat Moon Farm proposal as Not Advantageous

3 Educational Programming: The Committee members discussed their individual
evaluations of the two proposals After a full deliberation, there was a consensus that,
regarding Educational Programming, the LexFarm proposal should be evaluated as
Highly Advantageous and the Fat Moon Farm proposal as Highly Advantageous
4 Lease Exceptions The Committee members discussed their individual evaluations of the
two proposals After a full deliberation, there was a consensus that, regardmg Lease
Exceptions, the LexFarm proposal should be evaluated as Advantageous and the Fat
Moon Farm proposal as Highly Advantageous, pending responses to follow-up questions
at the interview stage
5 Financial Capacity The Committee members discussed their individual evaluations of
the two proposals After a full deliberation, there was a consensus that,regarding
Financial Capacity, the LexFarm proposal should be evaluated as Advantageous and the
Fat Moon Farm proposal as Advantageous
6 Community Ties The Committee members discussed their individual evaluations of the
two proposals After a full deliberation, there was a consensus that, regardmg
Community Ties, the LexFarm proposal should be evaluated as Highly Advantageous
and the Fat Moon Farm proposal as Not Advantageous
7. Director's Experience: The Committee members discussed their individual evaluations
of the two proposals After a full deliberation, there was a consensus that, regarding
Director's Experience, the LexFarm proposal should be evaluated as Highly
Advantageous, pending responses to follow-up questions at the interview stage regarding
the role of the Community Farms Outreach The Fat Moon Farm proposal was evaluated
as Not Advantageous
Ms Dahlberg agreed to draft the list of follow-up interview questions raised during the
deliberations
At the meeting on July 23, if time permits, the Committee would like to begin its deliberations
on which proposal is most advantageous to the Town
Michael Bliss agreed to be the Chair for the Committee
The Committee/evaluation team future schedule is
• Monday, July 15, 8 a m Tour of the Busa Farm (as a site visit, this is not a posted
meeting),
• Thursday, July 18, 8 a m Interview of first farm entity,
• Tuesday, July 23, 8 a m Interview of second farm entity and begin deliberations as
to the most advantageous proposal, if time permits,
• Wednesday, July 24, 4 p m If necessary, continue deliberations in order to make a
recommendation to Town Manager of award of the farming lease
The meeting was adjourned from Executive Session on a unanimous roll call vote at 9 40 a m
and, having no further business, the meeting was adjourned from Open Session at 9 40 a m
