Present:
Committee Members: Marilyn Fenollosa, Chair; Joel Adler, Richard Canale, Norman Cohen,
Jeanne Krieger, Leo McSweeney, Robert Pressman and Sandra Shaw.
Administrative Assistant: Nathalie Rice
Also in attendance were David Kanter of the Capital Expenditures Committee (CEC) and Fred
Johnson, Chair of the Ad hoc Cary Memorial Building Program Committee.
The meeting was called to order at 7:00 pm. by Ms. Fenollosa.
1. Visitor Center Design Phase — Ms. Fenollosa updated the Committee on the status of the
Visitor Center project, noting that the project had not received Board of Selectmen support.
In accordance with their earlier decision, the Committee therefore agreed to recommend
indefinite postponement of the project.
2. Muzzey Senior Center Upgrade — Phase 3 — In light of the vote to acquire the Scottish
Rite property on Marrett Road, the CPC voted (8 -0) to recommend indefinite postponement
of the Muzzey Senior Center Upgrades project.
3. Cary Memorial Building Upgrades — Ms. Fenollosa reported that the Board of Selectmen
had suggested that this project be deferred until a fall Special Town Meeting pending
completion of the final report from the Ad hoc Town Wide Master Planning Committee.
Ms. Krieger, a member of the Ad hoc Planning Committee, said Cary Memorial upgrades
were on the priority list of improvements to Town buildings. She said she would personally
vote for the D &E because she "was reluctant to lose momentum" on the project. Ms.
Fenollosa urged members to support passage of the project at the Annual Town Meeting,
stating that the Cary Memorial Building had been "long studied" and was able to be
financed in a responsible manner as shown by the budget model prepared by Rob
Addelson, Assistant Manager for Finance.
David Kanter of the CEC reported that both the CEC and the Appropriation Committee
wanted to see the project move forward. Joel Adler cautioned that it might be premature to
move ahead on the renovations without the Master Planning Committee's report and a
better understanding of Town priorities. Fred Johnson, Chair of the Ad Hoc Cary Memorial
Building Program Committee addressed this issue and the concern that the project was too
expensive. He noted that the CPC had previously voted 8 -1 to support the project.
Ms. Fenollosa called for a vote of reaffirmation on the Cary Memorial project. The vote
was (7 -1) in favor of supporting for the project at the Annual Town Meeting.
4. CPC Report to the Annual Town Meeting — Members approved the final draft of the
CPC Report to the Annual Town Meeting with a vote of (8 -0).
5. The minutes of March 5 "', both from the regular meeting and the Executive Session were
approved as amended.
