The two wall signs will use the existing rails and the lettering will say Wine and Spirits. Mr. Ostrovsky feels that the entire name of the business appears too small on the wall signs. The Commission has no issues with just wine and spirits on the wall sign as long as Mr. Ostrovsky does not. The panel for the standing sign will have the entire name and conform to the standards for that sign. A temporary sign will be allowed only until the permanent signage is ready. The Commission voted 5-0 to issue a certificate of appropriateness for two wall signs and one panel sign. Certificate No. 2013C-16 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa 10 Muzzey Street : Jason Gori, Lexington MEWS Condominium Association, presented a photograph of the building with the existing roof and a brochure showing the proposed roof shingles. The Commission voted 5-0 to issue a certificate of appropriateness for re-roofing using architectural shingles from Timberline in the Hickory color. Certificate No. 2013C-17 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa 1009 Massachusetts Avenue: Balam A. Willemsean presented a six page packet showing the proposed generator, and two proposed locations. The Commission prefers the second location on the right side of the house next to the existing Air Conditioner condenser. This location is less visible from Massachusetts Avenue. The Commission voted 5-0 to issue a certificate of appropriateness for a back-up generator located on the right side of the house. Certificate No. 2013C-18 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa 739 Massachusetts Avenue: Paul Menz representing the Waldorf School with respect to signage in the East Village District. Hearing has been continued until June 2013 by request of applicant 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 e-mail acasparius@lexingtonma.gov HDC Minutes, May 2, 2013 2 FORMAL HEARINGS CONTINUED 1984 Massachusetts Avenue: David & Caroline Kluchman, and Martin Dermady, Dermady Architects, presented existing and proposed drawings. The applicants are proposing to change the rooflines on the rear of property, add a second story to existing single story areas, and add a story to the barn. The commission had some concerns regarding the east façade of the main house looking massive and suggested that the applicant look into breaking it up. The commission also had questions regarding the proposed materials, height and final paint color of the barn. The applicants plan to leave the masonry first floor and have a wooden second floor. Much of the barn is currently below grade and the applicants would like to add the second story for storage. Two neighbors spoke concerning the height of the barn and believe that adding a second story would be inappropriate for the neighborhood. The Chairman Joseph Welch suggested to the applicant that they put up a visible marker showing exactly how high the roof of the barn will be. This hearing has been continued until June 2013 for the applicants to look into the Commissions suggestions, communicate more with the neighbors, and create permit ready drawings and material list. 4 Vine Brook Road : Robert and Helen Pride, presented color samples. The Commissioners had an opportunity to look at paint samples on the house prior to this hearing. The Commission voted 5-0 to issue a certificate of appropriateness to change the house colors to Somerville Red for the body, Decorator White for the trim, and Black for the doors and shutters. All paint colors are from Benjamin Moore. Certificate No. 2013C-19 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa 1099 Massachusetts Avenue: Dr. John Gawoski and Beverly Seavey, presented photographs showing the existing color and proposed color samples. The Commission voted 5-0 to issue a certificate of appropriateness to change the house colors to Duxbury Gray for the body, White for the trim, and Heritage Red for the doors. All paint colors are from Benjamin Moore. Certificate No. 2013C-20 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa CONTINUED HEARINGS 1960 Massachusetts Avenue: Stephen and Amy Heim, Exterior Architectural Changes (Add dormer/extend roof line above attached garage.) in the Battle Green District. Did not attend the hearing. 1720 Massachusetts Avenue : Melisa Tintocalis, on behalf of The Town of Lexington and the Economic Development Office presented a photograph showing the layout of the parklet, and samples of the decking, planters, seating and umbrella. All the furniture for this pilot program is being donated by Seasons Four and the parklet should be complete by the end of May. This parklet will remain in place until November 2013. The Commission voted 5-0 to issue a certificate of appropriateness for ipe hardwood decking, seven (7) planters made of cor-ten, black tables and chairs and two (2) freestanding umbrellas in the jockey red color. Certificate NO. 2013C-22 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa Tourism Committee: Dawn McKenna, Chairman Tourism Committee, Signage, (Calendar signs at Visitors Center and Emery Park, storytelling sign on the Battle Green, parking signs throughout Center) in the Battle Green District. Continued until June 2013 Tower Park: Dawn McKenna, Chairman Tourism Committee, Exterior Architectural Change (Design of Antony Park within Tower Park) in the Munroe Tavern District. Continued until June 2013 HDC Minutes, May 2, 2013 3 CONTINUED HEARINGS CONT. 2013 and 2027 Massachusetts Avenue: Trisha Perez Kennaley, AB Holdings, Luis Perez and Designer Robin Gannon presented. Ms. Gannon presented the custom exterior color choices from Sherwin Williams. The body of the Barn and the Isaac Mullikan house at 2013 Massachusetts Avenue will be painted using a 130% Colonial Revival Mix, the sash will be black and doors green. After looking at the samples in place the applicants concluded that the second story door on the barn should remain white. The Main Inn building at 2027 Massachusetts Avenue will be painted using a 250% Colonial Revival Mix, the sash will be black, the doors green and the trim white. The Commission had an opportunity to view paint samples on the barn prior to the hearing. Mr. Perez presented a composite material for the ramp and porch decking. Mr. Perez feels that wood will never stand up as well to the amount of use these areas are going to receive. The Commission feels that this material is appropriate for this particular application. The Commission would like the material to have a smooth surface not the fake grain. Mr. Perez also showed a different railing design with the posts being squared. The Commission suggested that the posts only be 2- inches thick at the most and to make the horizontal cap thicker. The Commission voted 5-0 to issue a certificate of appropriateness for paint colors on all buildings, and the decking material and rail systems on the Main Inn building at 2027 Massachusetts Avenue. Certificate No. 2013C-21 Voting Commissioners were: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Lynn Hopkins and Associate Commissioner: Marilyn Fenollosa Trisha Perez Kennaley, AB Holdings, asked how the commission would feel about a coming soon sign. Chairman Joseph Welch stated that the sign would have to be approved by the commission before being installed. Mr. Welch did not see an issue with having a sign like the temporary sign Lexington Place at 1720 Massachusetts Avenue, used during construction. A few Commissioners stated that a set month or date needs to be on the temporary sign. INFORMAL HEARINGS 1707 Massachusetts Avenue: John Cook, Dunkin Donuts, showed drawings for replacing existing signage. He would like to have the same size signs but add the corporate colors. The Commission feels that this location is far enough away from Massachusetts Avenue that they do need colored signs to attract attention. The Commission requested that Mr. Cook look into a black background and removing the cup from the sign. Mr. Cook is ready for a formal hearing. 55 Waltham Street : Jeffery Lyons, Exterior Architectural Change (new side steps and porch) in the Battle Green District. Did not attend the hearing 19 Muzzey Street : Jeffery Lyons, representing, 19 Muzzey Street Realty Trust, Exterior Architectural Change (accesses ability for front of building) in the Battle Green District. Did not attend the hearing 755 Massachusetts Avenue : Steven Ervin, Follen Church showed pictures of the existing conditions of the paving and wall. Follen Church needs to redo the paving on the east side and to recap the wall. The Commission has no issue with the proposed materials and Mr. Ervin is ready for a formal hearing. 1475 Massachusetts Avenue units 469 & 471: Brenda Tabak, showed a cut sheet of the proposed replacement skylights. These skylights will be the same size and style as the existing broken skylights. The Commission feels that replacing these skylights would be a replacement in-kind, and no formal hearing is needed. HDC Minutes, May 2, 2013 4 OTHER BUSINESS Following Robin Gannon’s presentation for the paint colors at 2027 Massachusetts Avenue; Commissioner Ross inquired as to how her new business Haven located at 1646 Massachusetts Avenue was doing. Ms. Gannon responded that it was difficult at that end of Massachusetts Avenue to attract walk in customers. Ms. Gannon also hoped in the future the town will look into the possibility of allowing temporary street signage. The town of Concord has a street signage policy that Lexington could look at. Chairman Joseph Welch showed the commission members a site plan describing the proposed location of a generator at 19 Bedford Street. The owner will be coming in for a formal hearing in June. Chairman Joseph Welch informed the commission that due to budget constraints the owner of 55 Forest Street had delayed the second phase of construction on their previously approved project. They are now in a position to begin construction and will seek a building permit in the near future. Chairman Joseph Welch informed the commission members that LexHab will be coming in to discuss installing a second driveway at their house on Massachusetts Avenue in the East Village District. The letter received from a resident regarding the Hammond Hosmer house at 1557 Massachusetts Avenue discussed last month was forwarded to Pat Goddard, director of facilities. The main complaint concerned landscaping, which was already scheduled to take place in early April when the weather allowed. Chairman Joseph Welch announced that the Selectmen appointed Lynn Hopkins as a Commissioner representing the Historical Society. Ms. Hopkins will be finishing Scott Kyle’s term. Mr. Kyle resigned as a Commissioner due to the fact he is no longer a Lexington resident.
