Recreation Committee
Minutes of Meeting of February 27, 2013
A meeting of the Recreation Committee was held on Wednesday, February 27 2013 at 7:00 p.m. in the
Recreation Office at the Town Office Building.
Members Present: Sandra Shaw, Wendy Rudner, Lisah Rhodes, Rick DeAngelis and Howard Vogel
Staff Present: Karen Simmons, Director of Recreation, Chris Filadoro, Superintendent of Public
Grounds, Sheila Butts, Assistant Director,

2. Meeting Minutes from December 19, 2012 and February 12, 2013
Lisah Rhodes moved and Wendy Rudner seconded acceptance of the Recreation Committee
Meeting minutes from December 19, 2012. The Recreation Committee voted 4 0 to approve the
motion and accept the meeting minutes as presented.
Sandra Shaw moved and Lisah Rhodes seconded acceptance of the Recreation Committee
Meeting Minutes from February 12, 2013. The Recreation Committee voted 4 — 0 to approve the
motion and accept the meeting minutes as presented.
3. Liaison Reports
Sandra Shaw, liaison to the Bicycle Advisory Committee reported that the committee is
currently very busy planning for Bike /Walk/Bus week in May. The BAC will also be
participating in the Patriots Day Parade on April 14, 2013.
Howard Vogel, liaison to the Greenway Committee reported that the Greenway
Committee had submitted a CPA funding request for $5,000 to complete additional
"Across Lexington" routes.
4. Football Field Project Update
This is a standing item on the Recreation Committee Meeting agenda, At the current time there is
little to report about the project due to the continuing winter weather.
5. Strategic Plan Update
Karen Simmons, Director of Recreation, thanked the Recreation Committee for their participation
in the focus groups and Recreation Committee Workshop on February 11 and 12. Sixty -five to
seventy -five residents attended the focus groups and community workshop. Committee members

will be emailed the comments collected at the focus group sessions once they are compiled by the
consultant.
6. Recreation 5 -Year capital Plan: FY 14 — FY 18
Karen Simmons, Director of Recreation, will meet with Howie Vogel to review the Capital
Request presentation. Ms. Simmons reviewed the manner in which the capital Articles will be
presented under Article 8 (CPA) and Article 9 (Recreation Capital- Pine Meadows) at Town
meeting. The Recreation Committee had a general discussion on the type of infill synthetic turf
to be installed at Lincoln #1. Chris Filadoro and the Committee agreed that it is important that
the turf be cleaned and maintained regularly.
7. Recreation Report
Karen Simmons, Director of Recreation, reported on the following:
• The Dana Home donated granite slabs to the Lincoln Park Subcommittee. The LPSC
will use these to build a "granite forest" in an area of Lincoln Park near the meadow
but off the path.
• Phase one (baseball and softball fields) of the Center Drainage Project was selected
as a "Distinguished Sports Fields" facility.
• The financial summary for the fiscal and calendar year 2012 was positive. Play at the
course was up approximately 2,800 rounds. New England Golf Corporation hopes to
open Pine Meadows for the 2013 season during the third week of March, weather
permitting.
• The current contract for Pine Meadows expires on December 31, 3013. A team will
be put together in the fall to review proposals for managing the course.
• The Department has been invited to present to the Subcommittee for demographic
Change on February 28. The subcommittee is interested in learning what we do and
how we are servicing the changing needs of the community.
• Peter Coleman was selected as the 2013 recipient of the "New Professional of the
Year" by the Massachusetts Recreation and Park Association. This well - deserved
award will be presented to Peter on March 13, 2013 at the MRPA Annual Conference
in Hyannis.
• Assistant Town Manager for Finance, Rob Addelson, has completed an analysis of
the indirect charges assessed the Recreation Department. Mr. Addelson is interested
in presenting his analysis to the Recreation Committee. As committee members
know, the indirect charges keep rising. For FY2014 the indirect charges will rise to
$228,600. Mrs. Shaw noted that the changes in the CPA should assist the department
with costs. Mr. DeAngelis agreed, but made it clear that the CPA would assist with
capital projects, but not programs. The Recreation Committee recommends that Mr.
Addelson be invited to the May Recreation Committee meeting to review his
analysis.
• The Recreation Department is working with the Revolutionary Revelry Committee to
facilitate the Early Release Day Program on May 9' The program will feature an
Amazing Revolutionary Race throughout the center of Lexington. Revolutionary
Revelry will also feature a May 7' "Lex Tee it Up" event in cooperation with New
England Golf Corporation and the Recreation Department on May 7 th

8. Parks Report
Chris Filadoro, Superintendent of Public Grounds reported on the following:
• The Parks Department is sending members of the Parks Department to upcoming
Certified Playground Safety Inspector Trainings this winter.
• The department has added 6 more picnic tables to its inventory this winter.
• Mr. Filadoro has met with Shane Arnold and Jeff Crampton of Lexington Little League
to facilitate ongoing improvements on the little league fields. Additionally the parks
Department will replace and add equipment boxes behind backstops at little league fields.
• Commended the crews responsible for the ongoing maintenance and lining of the fields.
Sue Benoit and Sean Fifer did a great job this past year.
• The permit holders meeting took place on February 25. The meeting was well attended
and Peter Coleman and Chris were able to address questions about the upcoming spring
season.
• Peter Coleman and Chris continue to meet about fields on a weekly basis, and are
updating a "do's and don'ts" list for field users.
The next meeting of the Recreation Committee will take place on Wednesday, March 27 at 6:30 p.m. in
room 201. (Recreation Department Office), The February 27, 2013 meeting adjourned at 8:40 p.m.

Stantec is pleased to announce the following projects were recognized by the
American Sports Builders Association (ASBA):
Lexington Center Play Fields
Lexington, Massachusetts Stantee
The Lexington Center Play Fields were not getting used to their
full potential. Because of drainage issues, the fields easily
flooded when it rained and the town's soccer, baseball and
softball games were often canceled. Stantec's Sport Group was
chosen to identify the specific site issues attributing to the poor
drainage on the fields and provide recommendations on how to
address these issues.
It started out as a study and ended in a completed project. In
2009, we created a three phase approach plan for the
reconstruction of the individual fields addressing the field
grades, existing drainage capabilities and soil make -up. We
provided schematic cost estimates and construction scheduling
for the proposed projects.
In 2010 the Town again hired Stantec, this time to proceed with
the design, permitting, and construction documentation work for
Phase 1 of the project - a natural grass baseball field, softball
field and overlapping multi - purpose field. We provided design
and permitting services from July 2010 to December 2010 after
which the project was publicly bid under Chapter 30 bidding
laws in late January 2011. With the project being bid early in
the year, the Town received extremely favorable pricing for the
work. Because of the Town's field use in the summer for a semi-
pro baseball league, construction began in September 2011
and the fields were completed the following Spring.
Members of the community are pleased with the new fields —
they can get on the fields much faster after it rains now. Better
drainage and safer conditions mean more playing time. The
Lexington Center Play Fields have been recognized as an
American Sports Builders Association (ASBA) Distinguished
Multi -Field Sport Facility.
