HomeMy WebLinkAbout2012-10-03-COD-min Commission on Disability Meeting Minutes for October 3, 2012 5 45pm to 7 00 pm Parker Room, G-1, Lexington Town Hall DRAFT Members Present Victoria Buckley, Susan Cusack, Janice Cyr, Julie Miller, Leonard Morse-Fortier, Janet Perry, and Francine Stieglitz Members Not Present Michael Martignetti and Jennifer Williams Staff Present Garry Rhodes, Building Commissioner and Linda Vine, Deputy Town Manager Additional Attendees Yvette Kirby the Hancock Church Vice Moderator, and Don Mills of MillsWhitaker Architects, LLC Meeting Began at 5:50pm 1 The minutes for the September 6, 2012 meeting were reviewed and approved unanimously 2 Presentation and discussion of the Hancock Church renovation plans by architect Don Mills, of Mills Whitaker Architects a Don met with Tom Hopkins at AAB to discuss variances prior to submitting the requests The Firm has good relationship with AAB and has won awards for integrating accessibility in their designs They would like to submit the variance requests to the AAB by October 12th b The project was originally a $5 5Million project and has been scaled down to $2 5Million, much of which will be for improving accessibility throughout the church The building has had four additions and renovations over the years and has a total of 14 levels throughout Some of the issues are a back entrance like an entrance to a split level home, a 3rd floor is not accessible, and bathrooms that are not accessible c Plans are to remove some of the six stairwells and install one 6 stop elevator that services all floors and a 3 stop inclined lift that will service the stage and the backstairs area They will require a variance d Plans also include renovating bathrooms to convert to accessible unisex units, modifying kitchen area with accessible counter and sink heights (if additional money is secured to upgrade kitchen totally) and building an accessible kitchenette e There are 3 platforms, some of which are not used A variance will be requested for the area since it is not used by the public The architect will submit a video of how the area will be used to support why a variance is requested Commission on Disability Meeting Minutes for October 3, 2012 5 45pm to 7 00 pm Parker Room, G-1, Lexington Town Hall f They would like to retain the handrails and will add wall mounted handrails where needed They will also be changing the hardware on doors, windows, etc g The Church currently has 5 parking spaces and they will add one van parking space and have 6 wheelchair seats inside the church 3 Victoria will draft a letter of support from the CoD to go with Mills Whitaker Architects request for the variances 4 We continued the discussion of the draft of capital plan for completion of Title II Projects from the consultant's report The draft of the plan will be reviewed by Susan Cusack 5 Additional new business and update on new projects a Carl Rodenburg - Pilgrim Church Ramp —requested the opinion of the CoD as to how to handle a ramp that is sinking so the platform below the door is 2 5" too low A suggestion was made to add a flat surface at the top If the slope is excessive, it will be more dangerous This could be handled by landscaping and adding soil Meeting Adjourned at: 7:00 PM Next Meeting: November 1, 2012 Meeting Minutes Submitted by: Janice Cyr, Commission Member
