HomeMy WebLinkAbout2013-03-07- HDC-min Town of Lexington Historic Districts Commission Joseph Welch, Chairman Tel: (781) 862-0500 x294 Daniel Griffin Jr. Fax: (781) 861-2780 Paul Ross Robert Warshawer Minutes of Thursday, March 7, 2013, Selectmen Meeting Room, Town Hall Building at 7:00 PM Commissioners present: Chairman, Joseph Welch, Paul Ross, Robert Warshawer and Associate Commissioners: Carl Oldenburg, Marilyn Fenollosa, Barbara Feldman, and Lynn Hopkins FORMAL HEARINGS 1912 Massachusetts Avenue: Architect Don Mills on behalf of the Hancock Church presented a slide show with proposed changes that are visible from the public ways. The changes include: a dormer for an elevator shaft, central stairway, transformer with an exterior meter, kitchen fans, fire beacon, toilet exhaust, toilet vent pipe and a central stair dormer. The Commission voted 5-0 to issue a certificate of appropriateness for the exterior architectural changes as detailed on plans submitted to the Commission. Certificate No. 2013C-5 Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Lynn Hopkins 10-B Muzzey Street: Kunsil Kim, owner of Creative Design Sensibility Alterations, presented a drawing of proposed lettering changes to a standing sign as per plans submitted. The free standing sign shall be in the spot, shall be the same size, and have the same finishes and colors as the existing signage. The Commission voted 5- 0 to issue a certificate of appropriateness for the signage. Certificate No. 2013C-6 Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Lynn Hopkins 10 Woburn Street: William J. Dailey, Jr. on behalf of the Lexington Little League with respect to a proposed Historical Little League marker in front of Dunkin Donuts in the battle Green District. After much discussion there were questions if this would be the correct location to put the marker or would it be better served at the ball field where the first game was held. Attorney Dailey will write a letter to the Selectmen seeking their permission to put the marker at the ball field since the HDC has no jurisdiction at the field. Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Lynn Hopkins. 1625 MASSACHUSETTS AVENUE • LEXINGTON, MASSACHUSETTS 02420 e-mail acasparius@lexingtonma.gov HDC Minutes, March 7, 2013 2 7 Oak Street: OwnerDiane Young presented to the Commission plans for an addition to the back of her home to expand her kitchen area and add a bedroom and a storage area on the lower level. The Chairman commented that Ms. Young had come before the Commission as an informal and had made a few minor changes. The Commission voted 5-0 to issue a certificate of appropriateness for the exterior architectural changes. The detailing shall match the existing structure and the windows and doors shall be as detailed on the plan schedule submitted with the proposal. Ms. Young will return to the Commission for the skylights and the light fixtures which will be done during Phase 2 of the project. Certificate No. 2013-C-7 Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Marilyn Fenollosa. 14 Tavern Lane: Ernie Rogers of Rogers and Company and his architect presented plans to construct a 2.5 story single family home with an attached two vehicle garage in the Munroe Tavern District. Mr. Rogers will make up packets for the next hearing with the details of materials listed with the house rendering with the changes that were suggested. The Chairman gave the abutters time to see the plans of the proposed new home. There were questions on the increase in square footage, water drainage, landscaping for privacy and the private street. The Commissioner told the audience that most of their questions were not under the HDC jurisdiction. Mr. Rogers gave the abutters his card and will meet with them to discuss any concerns they may have. The hearing shall be continued until April 4, 2013 to give Mr. Rogers the opportunity to present plans with the suggested changes and to have detailed lists of the material specifications. Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Lynn Hopkins CONTINUED HEARINGS Depot Square Clock: (Battle Green District)Susan Rockwell, Exterior Architectural Changes, regarding installation of a 12 foot black clock at the corner of Massachusetts Avenue and the entry drive to Depot Square in the Battle Green District. Ms. Rockwell presented changes in the amount of gold in the clock’s designs that were suggested during the February hearing. After additional discussion regarding the dimensions of the clock the Commission voted 5-0 to issue a certificate of appropriateness for the exterior architectural changes as detailed on plans submitted to the Commission contingent on the review of the dimensions of the clock that Ms. Rockwell will submit to the Chairman. Certificate No. 2013C-8 Voting Commissioners were: Chairman, Joseph Welch, Robert Warshawer, Paul Ross and Associate Commissioners: Carl Oldenburg and Marilyn Fenollosa. Tourism Committee: (Battle Green District) Dawn McKenna, Chairman Tourism Committee regarding storytelling signs on the Battle Green requested the hearing be continued until April 4, 2013. Battle Green District Tower Park: Dawn McKenna, Chairman Tourism Committee with respect to placement of signage within the park requested the hearing be continued until April 4, 2013. HDC Minutes, March 7, 2013 3 INFORMAL HEARINGS 1960 Massachusetts Avenue: (Battle Green District)Stephen Heim, owner of the property presented to the Commission proposals for a roof alteration/dormer addition on the garage in the Battle Green District. The Commission thought it was a reasonable design. Mr. Heim is scheduled to come before the Commission as a formal on April 4, 2013. 2013 and 2027 Massachusetts Avenue: (Battle Green District) Robin Gannon representing Trisha Kennaley of AB Holdings presented updated paint color changes to the house and barn for the Inn at Hastings Park which is in the Battle Green District. The updated colors are for the Isaac McKinley house and barn. The updated colors are as follows: Custom color gray paint for the house and barn; tricorn black for the mullions and casings; snow bound white for the trim and all exterior doors including the barn door shall be jasper green. Partial samples of the colors are painted on the barn and the chairman will be notified when all the colors are painted for the Board to review. 1707 Mass Avenue: (Battle Green District) Attorney Thomas O. Fenn, representing Frank Chen, Fruitee Yogurt, is asking for a modification to Certificate No. 2012C-22 to allow the approved 4 tables and 8 chairs to be left out rather than being brought inside each night. The second item is for approval of a sandwich board on the business owned part of the sidewalk. The Board did not have an issue with either request. Both have been approved by the Board of Appeals pending the approval by the HDC. Attorney Fenn will be coming before the Commission as a formal for the sign in April. He will look into having other material for the sandwich board sign to bring to the Commission for review. 1153 Massachusetts Avenue: Richard Michelson representing The Lions Club of Lexington and the Rotary Club of Lexington with respect to installation of a free standing civic sign on the grounds of the National Heritage Museum. Mr. Michelson will come before the Commission as a formal in April. 1688 Massachusetts Avenue: Bernie Osgood representing the Higgins Group Realtors with respect to installation of a wall and blade sign. The proposed projecting sign shall be placed in the space to the right of the front door and to the side of the existing sign. The material shall be satin finish stainless steel with ¼” raised acrylic letters and logos painted. The mounting bracket shall be in a high gloss black. The panel shall measure 24” by 21” and protrude 27.5” out from the building. The total height including the mounting shall be 30 inches. Mr. Osgood will come before the Commission as a formal in April. 6 Meriam Street: Lisa Bozkurtian, Church of Our Redeemer wrote a letter regarding a temporary banner sign in the Battle Green District for Easter Services. The Chairman will write a letter to approve this temporary banner.
