Present: CPC Chair Betsey Weiss, Joel Adler, Norman Cohen, Marilyn Fenollosa, Jean Krieger,
Wendy Manz, Leo McSweeney, Dick Wolk and Sandra Shaw (recorder) Also present: David Kanter,
Capital Expenditures; Patrick Goddard, Director of Public Facilities; and Liz Billings -Fouhy of the
Harrington Pre- School.
Pat Goddard presented the committee with a status report of the Harrington Pre- School
Playground which showed considerable increases over the original estimate. A supplemental
funding request for $38, 500 in additional CPA funds will be entered into the 2010 capital data
base. The committee discussed the reasons for the increase and voted 8 -1 to approve the request.
This request will be taken up at the November 17 Town Meeting, necessitating a Public Hearing
to be scheduled.
Pat also gave a report on the status of projects previously funded. The CPC received a list of the
FY 2010 — FY 2014 Five Year CPA Projects from the Schools, Public Facilities, Police, Fire,
Library, Recreation, Community Development and Town Clerk's Office. Town Manager Carl
Valente has submitted the information to Town Counsel for his review. The CPC will meet with
Kevin Batt, Town Counsel, on Wednesday, October 29 at 4:00 p.m. to discuss the eligibility of
the various projects.
2. Dick Wolk, Conservation representative to the CPC, discussed the status of the five parcels of
land that have been considered by the Conservation Commission for possible purchase with CPA
funding. At this time only the two Goodwin parcels will be placed on the Fall Town Warrant for
consideration. The CPC voted 9 -0 to put these two parcels on the warrant. A Public Hearing on
the two parcels will be held on November 6 at 3:30 p.m.
3. Betsey Weiss and Marilyn Fenollosa gave an update of their efforts to hire a new administrative
assistant for the CPC. After many applications submitted and several interviews held, they have
offered the position to a woman from Lincoln who has worked with their Conservation
Commission. She would have a full-time position for the Town - working with the Finance
Department and the CPC. She would work three days for the CPC.
4. Betsey reminded the CPC of the upcoming CPA Coalition Conference on November 1. It was
unclear who might attend. She also announced that the Coalition will be presenting the Robert
Kuehn Preservation Award for $3,500. The Douglas House project will be nominated by us.
5. Betsey asked members to complete any Needs Assessment Reviews and Updates which had not
yet been submitted.
