HomeMy WebLinkAbout2012-02-22-CPC-min Minutes of the Community Preservation Committee Wednesday, February 22, 2012 3:00 pm Ellen Stone Room Cary Memorial Building, 1605 Massachusetts Avenue Present: Board Members: Wendy Manz,Chair; Joel Adler, Norman Cohen, Marilyn Fenollosa, Vice-Chair, Jeanne Krieger, Leo McSweeney, Betsey Weiss and Dick Wolk. Also in attendance were David Kanter of the Capital Expenditures Committee, and Town resident, Bob Pressman. Administrative Assistant : Nathalie Rice The meeting was called to order at 3:03 pm by Ms. Manz. 1.Project Updates – a.)Cary Hall Memorial Building Upgrades – Ms. Manz reported that the Board of Selectmen had requested that the cost of this project be scaled down to $75,000, and that the design phase schedule be slowed somewhat. She said the CPC would present the project to Town Meeting at its original requested amount of $550,000, and that the Selectmen would offer an amendment on the floor to reduce the appropriation. There was a general discussion of the proposal with members agreeing that Mr. Goddard, Director of Facilities, should be able to present the full $550,000 proposal to Town Meeting prior to the amendment. Ms. Fenollosa commented that the original design cost represented a very comprehensive preservation plan, not an extravagant one. b.)Visitor Center - Ms. Manz reported that the Visitor Center project has been withdrawn. c.)White House Stabilization - Ms. Manz also reported that the Board of Selectmen had decided to keep the White House project in the capital budget. (The CPC had voted not to recommend the project to Town Meeting.) 2.Needs Assessment Report and Upcoming Public Hearing – The CPC finalized comments on the Needs Assessment Report in preparation for an th upcoming Public Hearing on February 28. Ms. Fenollosa, Ms. Weiss and Mr. Kanter all had minor changes to the draft which were accepted with a 8-0 vote of the Committee. Ms. Manz reviewed the roles which various members would play in the upcoming Public Hearing. She anticipated that the hearing would last an hour or less. 1 3.Future Meetings – The CPC will hold a Public Hearing for the Needs th Assessment Report at 7:30 pm on February 28. The CPC will meet at 7:00 pm, prior to the Hearing to discuss Committee business. CPC projects will be highlighted in the League of Women Voters’ “First th Friday”, which will be held in the Cary Memorial Library on March 15 at 9:30 am. Ms. Fenollosa, Ms. Shaw, Mr. Wolk, and Mr. McSweeney will be prepared to answer questions about projects in their respective areas of interest. 4.Citizen Concerns – Town resident, Bob Pressman voiced his concern about the possible purchase of the Wright Farm. He noted that there are two articles on the warrant for the acquisition, one sponsored by the CPC/Board of Selectmen and the other by the Conservation Commission. He asked Mr. Wolk to explain the seemingly duplicative articles. Mr. Wolk pointed out, that the warrant was submitted prior to a Conservation Commission/CPC discussion of the acquisition. Mr. Wolk said the Commission supported using the property solely for open space, and wanted, “to keep their options open”. Ms. Manz stated that the CPC will consider various uses for the land, and noted that the Committee has not yet received a definite proposal for its use from the Board of Selectmen. 5.Executive Session – At 4:14 pm, the CPC took a roll call vote and unanimously (8-0) voted to enter into Executive Session for the purposes of considering the purchase, exchange, lease or value of real property, the discussion of which in Open Session might have a detrimental effect on the negotiating position of the Town. The CPC vote included the provision to reconvene in Open Session only for the purposes of adjournment. Mr. Kanter was invited to remain for the Executive Session.
