HomeMy WebLinkAbout2012-02-28-CPC-PH-min Minutes of the Community Preservation Committee Public Hearing Community Preservation Plan: A Needs Assessment Tuesday, February 28, 2012 7:30 pm Estabrook Hall Cary Memorial Building Present: Board Members: Wendy Manz,Chair; Joel Adler, Norman Cohen, Jeanne Krieger, Leo McSweeney, Sandy Shaw and Betsey Weiss. Administrative Assistant : Nathalie Rice Also in attendance were David Kanter of the Capital Expenditures Committee and Town resident Bob Pressman. The purpose of the Public Hearing was to take comments on the 2012 updates to the Needs Assessment Report authored by the CPC and updated annually, as required by the Town’s CPA By-Law. 1.Needs Assessment Report – Public Comment - Ms. Manzopened the public hearing at 7:30 pm. There were no additional members of the public, other than Mr. Kanter and Mr. Pressman, who had been attendance for a CPC meeting scheduled prior to the public hearing. Mr. Kanter and Mr. Pressman commented on the Report as follows: Mr. Kanter noted that the last sentence in the first paragraph on page 13 was misleading, since all the referenced properties were privately owned or had been previously turned down for CPA funding. After discussion, members voted (6-0-1) with Ms. Weiss abstaining, to strike the sentence, which read, “Other buildings of concern include the Munroe School Center for the Arts, the Hancock School Condominiums, the Muzzey Junior High School Condominiums, and the Dana Home.” Ms. Krieger asked to have the last sentence of the fourth paragraph on page 24 deleted. It read, “For calculation of the 10% minimum allocation for open space, land for recreational use is not counted, pursuant to Section 6 of the CPA.” Members voted (7-0) to delete the sentence. Mr. Pressman had two comments. He questioned the reference in paragraph one on page 6, which stated that the average home price in Lexington was just under $600,000. The CPC discussed the reference and agreed that it should be verified. Ms. Weiss will follow up on the matter. Mr. Pressman also commented on the phrase, “ethnically and economically diverse”, which he 1 felt was incorrect. Members discussed this issue, and decided to take his comment under advisement. Mr. Pressman also raised concern about the last sentence on the last paragraph on page 22, which read, “It [the CPC] consults widely with Town organizations, boards and committees.” The CPC did not comment on this concern. With no further questions or comments, Ms. Manz closed discussion of the Needs Assessment Report. Members agreed that such hearings could probably be extended to every two to three years.
