Christopher Barry Sgt. Cleveland Coats, MSP 2. Introduction. The January 2012 Manual was shown to the Committee. The manual for the accreditation certification was also discussed. The Police Department will be proceeding with a mock certification assessment on October 1 & 2, 2012. A full assessment will be scheduled in November, if possible. Minutes for the December 16, 2011 meeting were approved by unanimous vote. 4. 16A - Traffic Unit and Special Police Officers Page 1. Delete third paragraph. Page 1. 2nd paragraph (LT. BARRY — your notes please). Page 2. Definitions — is the language for Sworn and Non Sworn too restrictive. The definitions may need to be improved upon and /or language in policy referencing sworn and non -sworn needs to be clearer. Page 3. Item B. Change term "Eligibility" to "Appointment." Page 3. Item B.l.a. Change to say, Retire Employees, who retire or separate from service.... Page 3. Item B, 3 under Reputable Citizen. Change to "A reputable citizen, who lives in the Lexington area and has ties to Lexington may be recommended for appointment by the Chief of Police to the Town Manager (appointing authority)." Page 4. Top sentence; correct language to say "sex offender record information (SORI) Page 4. Item 5 at top. After Check -Off add, "which when filled out, assists in classifying a member of the Traffic Unit." Page 4, D -2. Middle sentence correct to, "The standards of fitness will be established by the Town of Lexington and made available to interested candidates." 1575 Massachusetts Avenue, Lexington, MA 02420 Page 5, item 6. Change to " firearm or weapons are permitted by Traffic Unit..." Page 6, Item F,2. This section is not clear enough. Recommend rewording. Suggestion: "If a Traffic Unit officer is employed by another Town Department, his /her Department Head will be notified of any disciplinary action taken by the Police Department." Page 6,11, A.1. Reword opening of this paragraph for a bit more flexibility. "Selection: A Special Officer is a retired police officer (typically from the Lexington Police Department) who did not retire as a result of pending or outstanding disciplinary action, or an active police officer from another community, who has been recommended for appointment to the Town Manager by the Chief of Police, is physically fit as....." XX — Emergency Medical Dispatch (EMD) Page 1. Assign an appropriate number to policy. Page 2. #4, correct to: "(EMDPRS) is a medical director...." Later in paragraph correct to: "emergency medical dispatch, including: systematic and consistent..." Page 3, B,3. Minor change; "requires personnel to successfully complete...." Page 4, #5 at top. Middle of paragraph expand language to "(physician, nurse, paramedic or EMT)" Page 4, #7 at top. End paragraph with "patient is not transported to another medical facility." Page 6, Item F.2. Change, "The Lexington Police Department will certify annually that all public safety dispatchers meet the requirements as mandated by the C.M.R.'s or by the Statewide Emergency Telecommunications Board. XX — Code Red Alert System Page 1. Assign an appropriate number to policy. Page 2, A.2. Change activate to launch: "codes are authorized to launch a call." Page 2, A.3.a. Change wording. "If a request to launch CodeRED is from another Town Department, a journal note should be made to clearly identify the circumstances of the launch. Page 2, A.3.b. Expand second sentence to say, "an incident report is required and the circumstances for the CodeRED launch should be explained." Page 2, B.l.c. Change to "road closings." 64B — Paid Details / Off Duty Assignments Page 1, first paragraph. Change word to public, Page 1, last paragraph. Delete, "It shall be remembered that" from 4 th sentence. Page 2, Definitions. Move Sworn before Non Sworn for better flow of information. Page 2, Non Sworn Definition to: "Employees of the Department who have not taken an oath of office. Page 2, Security Detail, change to "by a sworn officer who is hired..." Page 2, Strike Detail, change to "or traffic officer who is hired..." Page 2, A. l.b. Change end of sentence to, "the detail personnel shall arrive at the ..." Page 3, 2.c. Change second sentence to, "Consult the Detail Request form ...." Page 4, item 7. Change his /her to "their ". Page 4, item 7.c. Change "with mind to" to "minding." Page 2 of 4 Page 4, item 8. Reword, "Any officer /personnel injured or who become sick while performing a detail should report such incidents to the ..." Page 4, Item B.1. Change "he /she is" to "they are ". Page 6, first item. Change section to: "Officers and personnel wishing to work Road Jobs for the following week are expected to sign up before the end of the day Friday." Page 6, item D.1.a. Reword start of sentence to, "Vendors whom the Department are ..." Page 7, E.2. correct opening word to "Whoever fills ". Page 7, item E.2.e. Unclear language. Change to "Collective Bargaining Agreements may govern how Road Jobs are filled. Unlike filling detail work, a running tally of hours worked for Road Jobs is not tabulated by the Department. Therefore, the Detail Sergeant will assign Road Jobs as equitably as possible at the beginning of each week with the intent of distributing the work evenly among available personnel." 72B — Detainment of Prisoners, Including Bail Procedures Page 2, item A,l.c.v. Add, "Lexington Police detainees at other.." Page 7, item C. l.d. Change to "All detainee behavior resulting in segregation..." Page 7, item 3.a.iii. Overheating is one word. Page 8, item 4 at top. Transfer of prisoner is very loose language. Change end of sentence to: "the security of the holding facility, the CO may attempt to make arrangements for transferring custody of the detainee to the Middlesex Sherriff or to a properly equipped medical facility." Page 9, the word "re- used" in item 7 and 8 should be changed to "reused." Page 11, Visitor Security. Add to item ii. "his /her belongings are subject to a search (including the use of a metal detector) and, at the discretion...." Page 12, item 3. b. Change to "Barring a specific right to counsel, attorneys may have access to a detainee provided the following conditions are met: [72.7.1]" Page 12, item 3.d. Change to: "An officer remains in the general vicinity of the cell or room and, when possible, out of hearing but within sight, and" Page 15, item d at tome of page. Change to "The monitoring officer shall remain..." Change to monitoring officer in item e and f also. Add a new section, "When staffing permits, officers who are the same sex as the detainee should be used for monitoring. Matrons should be contacted if needed to monitor a female detainee. Page 18, item e. Spell out CJIS. XX — Roll Call Page 1, assign proper number to policy. 46F — Homeland Security Page 1, second paragraph change to: "Terrorist acts often involve:" Page 2, item 2 at top; add at end of sentence "(CBRN)." Page 3, item C.l.c. Delete word "basis" from last sentence. Page 8, item A. l.b. Add to end of sentence, "Chemical agents are difficult to produce but are easy to steal." Page 8, item A.l.c. Change opening to, "A chemical attack can come without...." Page 11, item C.l.b. Delete "Such" from opening sentence. Page 3 of 4 Page 11, item 2.a. reword second sentence.
