Minutes of Meeting of December '
Members Present: Wendy Rudner, Lisah Rhodes, Sandra Shaw, Rick DeAngelis, and Howard
Vogel

The Recreation Committee meeting began at 7:20 p.m. The meeting acted on the following items:

2. Meeting Minutes from November 14, 2012
Lisah Rhodes moved and Wendy Rudner seconded acceptance of the Recreation Committee
Meeting minutes from November 14, 2012. The Recreation Committee voted 3 -0 to approve the
motion and accept the meeting minutes as presented.
3. Liaison Reports
Wendy Rudner, liaison to the Lincoln Park Subcommittee distributed minutes from
previous LPDC meetings. Karen Simmons, Director of Recreation, reported that she had
attended the last LPSC meeting to request that the committee repair or replace the donor
sign located at the Worthen Road entrance to Lincoln Park. The LPSC agreed to fund
and repair the sign.
Howard Vogel, liaison to the Greenway Committee reported that the first "Across
Lexington" route has been opened and is being used by the community. He also noted
that the Greenway Committee had submitted a CPA funding request to complete
additional "Across Lexington" routes. The CPA is currently reviewing all submissions.
4. Football Field Project Update
Chris Filadoro, Superintendent of Public grounds reviewed the history of the construction issues
of Phase II of the Center Playfields Drainage Project — Football and JV baseball fields. The
Town did not accept the work done as the sod installed on the field. It was contaminated with an
invasive grass not suitable for athletic play, as it has a shallow root structure, which is not ideal

on athletic fields. David White and Sons agreed to allow the high school to play two home games
on the field. The Monday after Thanksgiving the contractor used a "Coro- stripper" to remove the
existing sod, laser graded the field and will replace 100% of the sod, and do some additional work
on the Junior Varsity Baseball field. Weather issues have hampered the project. Stantec is
currently - working -on an updated project schedule. The field will hopefully reopen in May 2013.
The town will reassess the conditions after the winter and make a determination at that time as to
an opening date. Mr. Filadoro stressed that the Town was in no way at fault for the issues with
the project, and no Town monies are being used to repair the fields. Karen Simmons, Director of
Recreation, noted that she had asked Dave Pinsonneault, Director of Operations, to get some
accurate publicity about the Phase 2 project out to the community.
5. Recreation 5 -Year capital Plan: FY 14 — FY 18
Karen Simmons, Director of Recreation, will work with Howie Vogel to prepare the Capital
Budget request presentation for Town Meeting. Mr. Vogel suggested, and the Recreation
Committee concurred that a "preamble be included with the presentation to again explain the
Enterprise Fund and the criteria for funding projects. A further discussion of this will take place
at the January 2013 Recreation Committee meeting.
6. Recreation Report
Karen Simmons, Director of Recreation, reported on the following:
• The New England Golf Corporation contract has been extended through December 31,
2013. The Town will go out to bid on a new three -year contract with an option for 2
additional one -year periods for Pine Meadows in the fall of 2013.
• Pine Meadows closed for the season on December 10, 2012. The numbers for November
were down 3% from 2011 due to weather related issues.
• Vandalism was discovered on the Center basketball courts this fall. The Town received
two quotes to repair the damage, and will contract do a partial 20' by 70' patch of the
surface in the spring.
Karen Simmons reviewed the process, to date, of the Recreation Strategic Plan. The
project will begin in December and continue through spring 2013, with a final report due
in June. Lisah Rhodes is the Recreation Committee liaison for the project. Peter
Coleman, Sheila Butts and Karen are the other project team members. The Recreation
Committee Workshop will be held on Tuesday, February 12, 2013. The project team is
compiling names of residents for the proposed 9 focus groups. Additionally there will be
a community workshop, to which all interested residents will be invited. The goal of the
strategic plan is to look at where we are now, where we want to be in three to five years,
and what steps we need to take to get us there. The plan will help with our decision
making in the years ahead. It is an exciting project.
7. Parks Report
Chris Filadoro, Superintendent of Public Grounds reported on the following:
• Lawhorn Irrigation has completed the irrigation systems at Clarice and Diamond. The
Capital Improvement project at Garfield is 98% completed. These capital projects were
approved by Town Meeting for FY2013.
• The Parks Department completed some minor work (laser grading and sod installation)
on the Diamond softball and baseball fields and at the Clarke baseball field and will
continue to laser grade and improve infields, weather permitting throughout the winter.
• The Parks Department submitted a Program Improvement Request for the purchase of a
new piece of equipment to facilitate the cleaning and upkeep of the synthetic turf fields at
Lincoln Park. This "sweeper" filters the debris and old fibers from the infill and cleans
the rubber infill.
• Fence repairs from Hurricane Sandy damage on Gallagher Tennis courts 9 and 10 have
been completed.
• All irrigation systems have been blown out and winterized.
• Hurricane Sandy storm debris that migrated onto the infill synthetic fields at Lincoln Park
has been removed.
• The Center Track has been recoated and striped. Karen Simmons told the Committee
that Recreation will purchase informational signs that still need to be placed at both track
entrances.
• DPW has again laser graded and installed some new sod at the Center 1 baseball infield.
• The dugout roofs at Center 1 have been repaired.
The next meeting of the Recreation Committee will take place on Wednesday, January 23, 2013 at 7:00
p.m. in room 201. (Recreation Department Office). The December 19, 2012 meeting adjourned at 8:20
p.m.
