1. Votes: Minutes of June 20 meeting approved
2. Reports:
Status of "recommended routes" solicitation (Rick):
• via email - the notice soliciting route information is beginning to
appear on various town lists and information is coming in
Commission on Disability meeting (Stew):
• any structure on public land or for public use must comply with
CMR521 (state law regulating accessibility), per information provided and
described by Garry Rhodes, Lexington Building Commissioner
• per CMR521, boardwalks such as Stewards build should be 48" wide
• Enforcement is not official responsibility of Conservation Commission
or Division
• GCC and Stewards should consider regulations on future projects
Safe Routes to School (SR2S) (Peggy):
• Peggy spoke w/ SR2S head, Judy Crocker, at length
• SR2S might/should be good collaborator for GCC; SR2S can fundraise
where necessary for GCC identified trails (Stewards may be involved in
construction)
• SR2S may have prioritized list of routes that GCC can use as resource
• Peggy will attend SR2S September meeting
• Alex will forward Slobodtchikov email to Peggy for Judy Crocker
West Lexington Greenway Master Plan (Stew):
• documents ready late on July 18 or early on 19 for download
• 25% design plan ready in next week or two
3. Old Business:
Discussion of design standard for Minuteman Connector portion of West
Lexington Greenway (Keith):
comment [xci] : concom Will
• TWO options for Greenway Connector:
likely not approve stone dust or other
1) general use "unimproved" trail w/ boardwalks
gill" material due to wet land
2) VHB designed all season route -
restrictions so I think it best to delete
mention.
• GCC has mandate from Town to make decision, propose policy
• Jay Sklar from Lincoln Lab interested in fundraising /working on Lincoln
Lab portion
• Should GCC consider bike route between Minuteman Bikeway and
Battle Road Trail? Options: Camellia Place/Worthen Rd /Mass Ave;
Hartwell Ave/Wood St/Old Mass Ave. *DECISION: Refer to Bikeway
Committee; GCC will stick to Greenway portions
• Should GCC look to local (CPC, DCR) funding or look to regional
(MassDOT, federal trans) funding? Local is available much sooner.
• CPC paid for Master Plan. GCC now owes Town a policy decision
• Alex will draft a policy statement to be circulated for GCC approval;
General ideas: GCC will support a regional bike connector via
Camellia Place or Wood Street. GCC can apply for funding (CPC
& /or DCR) to develop a local connector via Katandin Woods &
Tophet Swamp. GCC will also work with Stewards on project
development.
• Stew & Keith will write report for CPC by some time in October 2011
• Stew & /or Mike will develop Tophet/Katandin Task Group at next
Stewards meeting
Lexington 300 Committee plans (Rick) — held over
Town Wide Summit Council in bike /ped connectors
• GCC too new to take lead, should fall to a Transportation committee
Possible CPA funding application
• October/November deadline too close for Tophet/Katandin project
• begin proposal to be ready for next open deadline
• Stewards have DCR proposal in for Paint Mine, and another in the works
for Whipple Hill
4. New Business:
Mike & Stew reported that Terry Gleason of Bedford is working on bike /ped
paths from the Minuteman Bikeway to Great Rd in Bedford, from the Shawsheen
Cemetery in Bedford to Marvin St in Lexington, and from Pine Street in Bedford to
Westview Cemetery in Lexington.
At Terry's request, Stew will look into Lexington's policy on paths into cemeteries. GCC
does not need to do anything else, but it is good to keep apprised of such information.
Meeting adjourned 6:OOpm.
Next meeting, September 19, 2011, 4:30pm, Ellen Stone Room, Cary Hall
Respectfully Submitted,
Alexandra Dohan, acting secretary
