The new flagpole is to be constructed of' seamless steel pips in two sections having a total overall length of 141'-6" inelu@ing a �' overlap where the two sections �,re joined. When installed it will have a height above ground of 125 ' after allowance for the �F� overlap and a 12 '-�" ground installation. The lower section will have a diameter of 22", an above-ground height of 82'-6" and have no taper except for the top 4' where the upper section overlaps and is joined to the lower section by steel connection assemblies . The upper section which will be tapered throughout, will have a diameter at the base of 12-3/4rr and at the top of 8-5/8" . The fore�oin� dimen- sions of the new flagpole have been based on specifications made by the applicant that would result in the dimensions of the new �lag- pole matching approximately the dimensions of the existing flagpole which are : a diameter at the base of 24" and at the to of " a di- p 9 , a r a " mete t the top of the lower section of 20 and at the bottom of � + r the upper section of 12 , and a height above ground of 126 . The flagpole is to be capped with a revolving bronze truck sur- mounted by the existing gold ball, or if the Town's Director of Public Works/Engineering determines that this ball is not in a suitable condition to be used, a new ball 16" in diameter is to be substituted. The ball is to be covered with gold leaf, provided however that a different gold material may be substituted upon re uest to and a roval b the Commission. The existin woo q PP d Y � tressle tree is to be installed on the new fla ole if the Direct r gp o of Public Works/Engineerin de'termines it is in suitable condition g � otherwise a w ne steel tressle tree matchin insofar as reasonabl g Y possible the design, configuration and size of the existing tressle tree shall be installed. The tressle 'tree is to be located on the flagpole where the two sections are joined and is to be on the side of the flagpole facing the Minuteman Monument. There are to be two halyards of polypropylene rope, approxi- mately 5/16" thick, having a steel cable core . Each cylin- drical section of the fla�pole is to be filled with foam in order to minimize noise from the halyards slapping against the pipe. In addition, up to four standof�.s to hold the halyards away from the flagpole may be installed at such locations on the pole as shall be determined by the Director of Public Works/Engineering. The flagpole, ineluding the tressle tree, is to have a white urethane finish. After installation there is to be applied on the exposed base of the flagpole to a hei�ht of approximately 101 above ground level a �reen paint overcoating matching as nearly as possible the shade of green on the existing flagpole. The top of the fla,�pole is to be lighted either by use of the existing or a similar system of lightin� attached to the tressle tree, or by an alternate system of lighting the plans for which are to be submitted to and a roved b the Co pp y mmission prior to installa- tion. The new flagpole is to be erected in the same location as .the existing flagpole provided, however, that in the event reasonable efforts to remove the base of the existing flagpole from the ground are unsuccessful, the new flagpole may be located westerly of the existing flagpole as close as reasonably possible to the existing location. Additional details of the design, style, dimensions and mater= ials of the fla pole and fittings appear on or may be scaled from Drawing No. 153� entitled "Steel Mast, Lexington, Mass . ", da,ted 4/23/76, bY .American Flagpole Co. , submitted to the Commission at its meeting on April 28, 1976 . . This Certificate is issued pursuant to the powers granted to � the Commission under Section 9 of said Act authorizing approval of an application under certain conditions set forth in said Section when the Commission has determined that the architectural features involved are inappropria�te for the purposes of the Act . A copy of the votes setting forth the action taken by the Commission on this application is attached hereto. This Certificate does not cover action by the Commission on that part of the application pertaining to the two plaques, such . action being deferred pending receipt of further information in Iconnection with the plaques . HISTORIC DISTRICTS COMMISSION by CHAIRMAN Date May 19, 1976 Certificate No. 76 C-15 ' � HISTORIC DISTRICTS C�MMISSION Votes Adopted at Meeting Held on Ma. 19 1976 VOTED: That, after considering the efforts made by the applicant to locate a new wooden flagpole, it is the determination of the Commission that the replacement of the existin� wooden flag- pole on the Common by a flagpole fabricated of steel pipe is inappropriate for the purposes of the Historic D3.stricts Act which requires that Lexington's historic places be preserved and protected by the development and maintenance of appropri- ate settings for such places, said metal fla�pole being in- appropriate for the following reasons : 1. The wooden flagpole has been a traditional focal point on the commons of New En�land towns, including Lexing- ton, for many years and replacement of the wooden flagpole on the Lexington Common with a metal flagpole will chan�e a traditional monument believed to have existed on the Common for over 125 years . 2. The existing wooden flagpole has historic signifz- cance in itself in that it is the original flagpole to fly the American flag 24 hours a day in commemoration of the First Battle of the American Revolution on April 19, 1775, as authorized by a Special Act of Congress, and, from an historical standpoint, a metal flagpole is not a satisfa�tory substitute for this wooden flagpole . . 3. Installation of a fabricated metal flagpole on Lexington' s Common may modify the inter-relationship of the flagpole to the old historical monuments on the Common and change the atmosphere of simplicity and authenticity which has been the traditional goal pursued for the preservation and appearance of the historically significant Common. over ' the years. VQTED: That, owing to conditions especially affecting the flagpole involved, but not affecting the Battle Green Historic Dis- trict generally, failure to approve the application will involve a substantial hardship to the applicant because it appears that a suitable replacement in a wooden flagpole is not available and if the application is disapproved, it will not be possible for the Town to have a flagpole on the Common which will be comparable to the existing flagpole in size, height and stateliness . Jaquith, Chairman Historic Districts Commission Town Office E3ullding Lexington, MA 02173 Dear Mr. Jaquith: On behalf of the Town of Lexington, application fs hereby made for a cerfificate of appropriateness for the erection of a new non- wood tlagpole on the Lexington Common to replace the existing wood , flagpole which has deteriorated to such an extent it cannot be satisfactorily repaired. The pole wili be of inetal or fiberglass material . Detailed investigation has determined that a wooden f�agpole of the size re- quired as a replacement cannot be obtained. The pole w(11 consist of two sections, having an overall height above-ground of 130' to 145� with an overlap of approximately 10� where the sections are joined together. It will be set in the ground approxlmately 15', in the same location as the existing pole if the latter can be removed, otherwise, as close to the existing location as possible. Application is aiso made for a certiffcate of appropriateness tor the erection and dispiay of the existing plaque or a similar plaque at the cross arm where the two sections of the pole are joined and a commemorative plaque at the base of the flagpole.
