NOTICE OF DETERMINATION
Notice is hereby given that at a hearing of the Historic Districts Commission held on
December 6, 2007, the Commission granted a Certificate of Appropriateness to Marita
Hartshorn, representing The Bicycle Advisory Committee, with respect to Exterior Architectural
Changes, at Lexington Center from Meriam Street to Cary Hall, which is located within the
Battle Green District.
Participating in the decision were Commissioners Ian Adamson - Acting Chairman and Lynn
Hopkins, and Associate Commissioners Carl Oldenburg, Paul Ross, and Robert Warshawer

CERTIFICATE OF APPROPRIATENESS
This certificate is issued pursuant to Chapter 447, Acts of Massachusetts, 1956, as amended, to
Marita Hartshorn, representing The Bicycle Advisory Committee,
with respect to Exterior Architectural Changes at
Lexington Center from Meriam Street to Cary Hall,
which is located within the Battle Greent District.
The approved work shall be as follows:
• Six Black Triton TRI -10 -P 6 feet by 6 inches style Madrax Bicycle racks place in various
locations in Lexington Center
• Corner of Meriam Street and Massachusetts Avenue: The rack will be placed
perpendicular to Massachusetts Avenue next to the tree. Bicycles will only be able to
park on one side of the rack looking down Massachusetts Avenue. The trash receptacles
currently there will be moved back to accommodate the rack.
• Corner of new Connectivity path and Massachusetts Avenue infront of 1761
Massachusetts Avenue: The rack will be placed perpendicular to Massachusetts Avenue
centered in between the two trees. Bicycles will be able to park on both sides.
• Junction of the new Connectivity path and the Bikeway: This will be a temporary
location for one year. When the brickwork in that area comes for approval the re-
installation of this bike rack needs to be approved as well.
This rack will be placed parallel to the connectivity path installed on the wood
chips and clamped directly into the ground. Bicycles will be able to park on both
sides.
• At the base of the new access ramp in the N -Star parking lot: This rack will be placed on
the left hand side and a few feet away from the entrance to the path. The rack will be on
the pavement parallel and flush to the curb. Bicycles will only be able to park facing the
bikeway.
• infront of the Lexington Post Office: The location of this rack is dependent on getting
permission from the postal service. On the grass to the right hand side of the post
office. The rack will be placed on woodchips, and a small surround to keep the
woodchips in place. The bicycle advisory committee will let us know what the material
for the surround will be.
• Cary Hall: This rack will be place on the woodchips to the right of the ramp parallel to
the brick walk way. The two existing bushes next to the ramp will have to be moved.
Bicycles will only be able to park facing Cary Hall.
The work shall conform to the information submitted on December 6, 2007 and be completed to
the satisfaction of the Commission. After completion, the work shall, in the judgment of this
Commission, be maintained in good repair.
This Certificate shall be void if it is not acted upon within one year from the date of this
Certificate, or if the work described is removed, abandoned, or replaced.

Following is a summary of our meeting in Lexington Center on Monday, September 24, 2007.
Attendees: Hank Manz, Selectman, Jerome Smith, Lexington Center Design Committee, David
Pinsonneault, DPW, Francine Stieglitz, Disabilities Committee, and Stew Kennedy, Marita
Hartshorn, and John Frey, from the Lexington Bicycle Advisory Committee.
JBike Rack #1 (Comer of Merriam Street and Mass. Ave. in front of Castle) We decided to use a
shorter rack if we could get one from MAPC. If not we will use the 6' rack and install it
perpendicular to Mass Ave. next to granite planter. 24" from curb. This installation will not
impede pedestrian traffic. STEW — John thinks we said parallel to Mass Ave.

installation will not impede pedestrian traffic.

Bike Rack #3. Junction of new connectivity path and the Bikeway. Perhaps we can do this in
conjunction with the plan that Carl Oldenberg and the Center Committee has put forth. The rack
will be on the side opposite the brick pedestrian access. The base can be brick pavers or asphalt to
match the bikeway. A tree may have to be moved a few feet. The rack should be installed
perpendicular to the bike path allowing bikes to be locked on either side.
Bike Rack #4 (Next to new N -star parking lot at the base of the new access ramp). Dave Cannon
was present and showed us the location he had in mind. This 6' rack should be installed parallel
and butt up to the curb between the handicapped parking and the ramp
Bike Rack #5 (Lexington Post Office) Marita met with Matt Imbergamo, Lexington Post Office
Manager, to request permission for this rack to be installed. They agreed on a location under the
cherry tree on the right side of the entry. Matt has contacted his supervisor to approve our
request. This installation will probably involve laying a brick paved pad to match the sidewalk.
Size of rack and orientation is yet to be determined.
Bike Rack #6 (Cary Hall) Dave recommended the rack to be installed in front of Cary Hall
between the ramp and tTie main entrance because it could be easily done on mulch and not involve
destroying the grass. This area in high maintenance for the DPW. Moving back two
rhododendrons and using this area for a bike rack would solve the high maintenance issue in the
front. We could use the 6' rack here.

Additional Rack. There are plans for an additional rack in the drawings which Carl Oldenberg
and the Center Committee is submitting to the town. This rack is opposite the side entrance to the
depot. The Lexington Bicycle Advisory Committee also endorses this rack.

Dear Commissioners,
Since the inception of the Minuteman Bikeway we have experienced an increased
number of cyclists in Lexington Center and at the same time a decrease in the number of
bike racks. We have lost racks in front of the Battlegreen Inn, in front of Overall Music
on Edison Way, in front of The Baseball Card Shop on Waltham Street, on the corner of
Merriam Street and Mass Ave. by Candy Castle, and on Wallace Court. This summer we
had the opportunity to obtain ten racks thru the MAPC Bike rack program. The town was
obligated to pay for the racks and shipping up front and will be reimbursed for the cost of
the racks. The allotment for Lexington was $7,000. One stipulation is that they have to
be installed by December 1, 2007. We are seeking a waiver of this date until after the
HDC hearing. We choose the Triton (TR1 -10-P) rack in black from catalogues available
to us. Attached are the specifications of the Triton Rack as well as photos of locations
where the Bicycle Advisory Committee, the Lexington Center Design Committee, the
Disabilities Committee, and the DPW would like them to be installed. We will bring
scale drawings to the hearing. In the mean time if you have questions, please call me at
