HomeMy WebLinkAbout2012-12-19-PB-min PLANNING BOARD MINUTES MEETING OF DECEMBER 19, 2012 A regular meeting of the Lexington Planning Board, held in the Selectmen’s Meeting Room, Town Office Building was called to order at 7:46 p.m. by Chairman Richard Canale with members Charles Hornig, and Wendy Manz and planning staff Maryann McCall-Taylor, Aaron Henry, and Lori Kaufman present. Greg Zurlo and Michelle Ciccolo were absent. ************************DEVELOPMENT ADMINISTRATION********************* 114 East Street, sketch plan: The applicant has requested the meeting be postponed to January 23, 2013, and the action deadline extended to January 31, 2013. On a motion duly made and seconded, it was voted, 3-0, to postpone the sketch plan meeting to January 23, 2013. On a motion duly made and seconded, it was voted 3-0, to extend the action deadline to January 31, 2013. 500 Woburn Street, Approval not Required: The plan was not ready for endorsement at the time of the meeting. The applicant will advise staff when the plan is ready for endorsement by the Planning Board. **********************ZONING BYLAWS (ZBL) REWRITE ************************ Review the proposed draft: The Board reviewed the proposed draft of the Zoning Bylaw rewrite and decided to release it to the public for review using Lex Engage. The outreach plans will include January 9, 2013, a public workshop and a public hearing on February 13, 2013. **************************TOWN MEETING WARRANT************************** The Board will request to place on the Warrant for the 2013 Annual Town Meeting the following placeholder articles proposing amendments to the Code of Lexington. Page 2 Minutes for the Meeting of December 19, 2012 Zoning Bylaw: To see if the Town will vote to amend and recodify Chapter 135 of the Code of the Town of Lexington, the Zoning Bylaws by taking the following steps: 1. To delete in their entireties the existing provisions of the Zoning Bylaw; 2. Substitute the provisions in the document “Zoning Bylaw, dated January 2013” on file in the office of the Town Clerk and Planning Board; and 3. The Zoning Map will incorporate amendments through the 2012 Town Meeting with its existing boundaries retained except for the following exemptions:  Remove the RM Districts and rezone them; and  Remove the Water Protection Overlay Districts. Zoning Map: To see if the Town will vote to amend the Zoning Map of the Town of Lexington by rezoning to the CRO District for the land south of Route 2 and west of Route 128 consisting of the land commonly known as Tracer Lane that is currently unzoned as well as the land that is currently zoned RO. On a motion duly made and seconded, it was voted, 3-0, to request the Board of Selectmen enter a warrant article to amend the Zoning Bylaw text as discussed tonight and in a form acceptable to Town Counsel. On a motion duly made and seconded, it was voted, 3-0, to request the Board of Selectmen enter a warrant article to propose rezoning of the CRO District the land south of Route 2 and west of Route 128 consisting of the land commonly known as Tracer Lane that is currently unzoned as well as the land that is currently zoned RO. Ms. Manz said the list of CPC applications was made available and should be placed on the agenda in January for any applications that the Planning Board would like to weigh in on. ***********************************MINUTES********************************* On a motion duly made and seconded. It was voted, 3-0, to accept the minutes of November 19, 2012, as submitted. *************************PLANNING BOARD SCHEDULE************************ The Planning Board will meet on January 9 for a public workshop on the Zoning Bylaw and on January 23 will be the Rangeway public hearing and East Street sketch plan. February 13 and 27 will be the next meeting dates. ******************************** STAFF REPORTS***************************** There was a quarterly Transportation Forum focusing on a pedestrian, bicycle and bus week in May, which could tie into a kickoff for the more permanent seasonal bike corral and possibly a parklet providing there is funding and designs. ******************************** BOARD REPORTS***************************** Mr. Canale said the State has approved the Vista Print TIF. The Massachusetts Historical Commission informed the Town that the Peacock Farm Historic District was accepted by the National Park Service for listing in the National Registry of Historical Places. Mr. Valente, Town Manager will be proposing in his budget some items on the Hartwell Avenue project. Mr. Canale advised the Board to follow the proposal to help ensure the infrastructure moves ahead and the Planning Board have some input. The MPO has sent requests for TIP projects and priorities, which is due the third week in January. There should be a preliminary discussion with Engineering, Planning Staff, Board of Selectmen and the Town Managers Office to decide which of the projects are the Town’s priorities including Hartwell Avenue and three Massachusetts Avenue intersections. Mr. Canale advised the Board that there is a potential new bill that is being proposed, in the new session on complete streets. More information will be provided as it comes available. Ms. Manz attended a meeting on tourism issues and coordination with the Historic Society in the use of the Liberty Ride to keep visitors in Lexington. Page 4 Minutes for the Meeting of December 19, 2012 The Scenic Byway will no longer receive Federal Highway funds and the Scenic Byway Working Group and MAPC were looking at new ways to get funding and waiting to see the new regulations. On a motion duly made and seconded, it was voted to adjourn the meeting at 8:37 p.m. The meeting was recorded by Lexmedia.
