The meeting was called to order at 8:30 a.m.
1. Comments: Mary Haskell reviewed comments included in a November 18, 2012 letter
from the Lexington Housing Partnership to the Board of Selectmen. The letter discussed
options for providing significant affordable housing units at the Scottish Rite site, including
congregate housing in the Commander's house, apartment units in a portion of the learning
center, apartment units in the carriage house, and new construction. The letter noted that
such housing could readily co-exist with a community center and open space. Ms. Haskell
then expressed concern that affordable housing has only been discussed briefly at the
meetings of this Committee, and only in the context of the Commander's house.
Furthermore, she observed that recent information indicates that the Commander's house
may be excluded from the property that is available for purchase by the Town. She asked
the Committee to consider affordable housing on the Scottish Rite property more broadly
and more closely.
2. Scottish Rite Property Analysis: Mr. Kennedy reported that the Committee is scheduled
to report its recommendations regarding the Scottish Rite property to the Board of
Selectmen on December 17, 2012. Mr. Buckland reviewed the PowerPoint that was
prepared for the Selectmen's meeting, which included Cecil Group's findings. He made the
following points:
• Discussions with the Scottish Rite owners indicate that the property lines currently
shown in the PowerPoint may be adjusted, resulting in more green space and less
parking area being sold.
• Cecil Group evaluated ten alternatives, and determined that a Senior Center would be the
Town's best use for the current Training Center.
• A Senior Center does not require all of the available square footage in the Training
Center, leaving some space for rental or multiple use activities.
• Even if the building is used as a Community Center, there is more than enough space.
• Use of the Carriage House requires mechanical upgrades.
• The Community Center Task Force and the Council on Aging have not weighed in on
these options.
• A Senior Center will require 32 new parking spaces.
• Town regulations only allow shared parking by employees of multiple entities.
• Three options for a gymnasium were analyzed:
➢ A half size gym requires 4,500 square feet; parking would be next to the Carriage
House or in back of the training center.
➢ A full size gym requires 9,000 square feet and would go next to the Training
Center.
➢ A full size gym with bleachers requires 12,000 square feet.
• There could be other recreation uses at the facility beyond those requiring a gym.
• Scheduling should maximize the use of the facility.
• The easiest access to the facilities is via Marrett Road, a cost of$125,000.
The Committee discussed needs for more space to accommodate an adult day care program.
It was reported that the Town is no longer providing adult day care services.
The Committee discussed costs for purchasing and renovating the facility. The purchase
price could be $10.0 million, and Cecil Group estimated Training Center renovations would
add an additional $7.0 to $9.0 million. These are construction costs and do not include "soft
costs" or Carriage House renovations. The Committee asked that this be clarified in the
presentation to the Selectmen. It was also noted that inflation should be factored into the
equation. It is anticipated that some of the costs would be eligible for Community
Preservation Act(CPA)funds, but it is unlikely that the gym would be eligible. It was noted
that CPA funds are needed for other projects, such as Cary Hall renovations. It was
estimated that annual maintenance costs for the facility will range from $300,000 to
$400,000.
The Committee agreed that the Scottish Rite facilities can accommodate a Senior Center
and/or Community Center and that the site is desirable. This position will be shared with the
Selectmen. Mr. Kelley reported that the Selectmen will need to determine whether to put an
article for purchasing the property in the spring Town Meeting warrant, which closes on
December 28.

3. Financial Options for Meeting the Town's Facility Needs: Mr. Buckland reported that
Cecil Group will prepare a financial model showing what a bond issue will look like over
time. He will start by assuming the Town will bond everything, and he will factor in CPA
funds and other grants, as appropriate. Mr. Kanter suggested that Mr. Buckland meet with
Rob Addelson, the Town's Assistant Manager for Finance, to discuss the mechanics the
Town uses for bonds.
4. Next Meeting: The next meeting is on January 16, when the Cecil Group will discuss a
series of scenarios for the use of facilities in Town. Mr. Buckland reported that all of the
facilities have been reviewed, and interviews will be completed in the near future when he
meets with the Police Department and the Superintendent of Schools. Ms. Steigerwald
commented that the School Committee would be revisiting its master plan so logistics will
need to be coordinated with Cecil Group. Mr. Kanter expressed concern that the Ad Hoc
Townwide Facilities Master Planning Committee's report will not be completed in time to
facilitate preparation of the CEC's required Five Year Plan.
5. Minutes: It was moved and seconded to approve Minutes for November 28, 2012. VOTE:
7-0.

Statement of Mary Haskell before Town Facilities Master Planning Committee (ad hoc)
December 12, 2012
I'm Mary Haskell, a Lexington resident for 32 years and a member of the Lexington Housing Partnership
since it began in late 2003.
The Housing Partnership was charged by the BOS "to promote and support affordable housing activities
and to recommend appropriate actions."The policy provides that we are to work with others "to achieve
the broadly shared goal: affordable housing in Lexington."
In keeping with our charge from the Selectmen and Town standards promulgated in other places such as
the Comprehensive Plan of 2002, the Housing Partnership sent a letter on November 18th to the
Selectmen and other participants in this process, including this committee. This morning I wish to read to
you the key paragraph in that letter as follows:
The Partnership perceives four potential approaches for providing significant affordable housing units at
this site. These are congregate housing in the single family residence;apartment units in a portion of the
large office building;apartment units in the carriage house;and new construction. The housing envisioned
could serve veterans, senior citizens, or persons with disabilities, or more than one of these populations.
The size of the parcel and the facilities now present are such that housing could readily co-exist with a
community center and retained open space. We think that housing for veterans is especially appropriate
on this site, and in Lexington given our proximity to Hanscom Air Force Base and to the Bedford VA
Hospital.
Until now, at the meetings of this Facilities Committee, I have only heard affordable housing discussed
briefly-- in the context of the Commander's House. But I have also heard Mr. Kelly state that the
Commander's House may be excluded from the proposed purchase of the Scottish Rite site.As a result,
the Housing Partnership requests that this committee and the Cecil Group look at affordable housing
more broadly and more closely on this acreage.
