HomeMy WebLinkAbout2012-11-13-TAC-minTransportation Advisory Committee (TAC) Minutes — November 13, 2012 TAC Members present: Sara Arnold, Francine Stieglitz, Peter Levy, Sally Castleman, Bill Levison, Elaine Dratch, Larry Link Staff: Jeanette Rebecchi, Charlotte Rodgers Liaisons: Nancy Adler, Council of Aging; Hank Manz, Board of Selectmen Guest: Michael Boudett 1. Free Mid -Day Fare for Seniors and Disabled Passengers • Jeanette Rebecchi and Bill Levison presented the final memos that will be submitted at the Board of Selectmen meeting on November 26 • Francine Stieglitz suggested changing "special needs" to "riders with special needs ". • Data collection methods were discussed and an internal goal of increasing ridership 15- 20% during the mid -day time was thought to be a sufficient measure. 2. Review of Previous Meeting Minutes • Minutes from the October 10th TAC meeting were approved unanimously. 3. Transportation Advisory Committee Charge • The Board of Selectmen approved the new TAC charge, which also reduced the number of active members from nine to seven. 4. Annual Town Report • The finalized TAC annual report was submitted. 5. Resolution from the Town of Lexington regarding transportation funding • Mr. Levison submitted the cover letter and Resolution to the Board of Selectmen. • The Board of Selectmen approved the Resolution and mailed a copy to the Legislature and Governor on behalf of the Town of Lexington. 6. Transportation Forum • Mr. Levison shared the official minutes from the September 25 Transportation Forum. • It was noted that there is not a representative from the Disabilities Commission attending the forum. As a member of the Commission, Ms. Stieglitz volunteered to email Transportation Planner, David Kucharsky to request an invitation to future forums. 7. Transportation Services Update • At the end of November, Ms. Rebecchi and Rob Addelson will be meeting with a representative from the Lexington Place Condo Board to discuss their delinquent TDM payments. Charlotte Rodgers will be presenting the FY14 Human Services budget at the December 7th Board of Selectmen meeting. It is assumed Lexpress will retain its $40,000 MBTA grant. Ms. Rebecchi will be hosting a round table discussion on 12/18 at loam in the Senior Center called "Surviving Life after Driving ". December 18 at 9am in the Parker Room is the next Transportation Forum. 8. School Transportation Updates • Elaine Dratch provided School Transportation Committee updates: i. There is a definite increase in the number of Flexpass and school bus passes sold this year compared to last. ii. Two articles will be brought to Town Meeting. One that would allow school officials and police to enforce and penalize those who don't follow traffic rules on school property (currently Lexington Police cannot enforce civil violations on school property). The second Article will request funding for the DPW to install new traffic signs on school property. iii. The School Transportation Committee is planning on requesting the continuation of reduced fee school bus passes for another year. 9. Travel Training • Ms. Rebecchi proposed starting a volunteer based program to provide formalized travel training to Lexington residents. 10. MAGIC Transportation Survey • Participants that indicated interest in being contacted will receive an email containing the survey results and TAC's new generic email in case they are interested in attending TAC meetings or have any other questions. • The survey indicated that there is a need for commuters to get to Alewife and back. Ms. Rebecchi will contact the 128 Business Council about advertising the availability of their shuttles to Lexington residents. 11. TAC Email Address Ms. Rebecchi will investigate creating a generic town email address for TAC. Peter Levy and Larry Link have volunteered to monitor the new account.
