Parker Room, Town Office Building 1625 Massachusetts Avenue Chair Joyce Miller opened the meeting at 7:30 pm in the Parker Room of the Town Office Building. Commissioners Present: Joyce Miller, Stew Kennedy, Phil Hamilton, Dick Wolk, and David Langseth Commissioners Absent: Duke Bitsko 7:35 pm Meeting - RDA, Lincoln Park DET# 12-08 Reconstruction of a paved pathway Documentation: RDA Application Present for the Applicant: Marc Valenti, Highway Superintendent Mr. Valenti described a proposal to renovate a paved pathway. The bituminous concrete would be removed and replaced with new bituminous concrete as well as gravel if needed. Comments from the Commission as follows: Mr. Kennedy asked for a clarification on the plan and it contained the entire pathway from end to end. Mr. Langseth questioned the type of equipment that would be used. He suggested that work cease when it is too wet out and no re-fueling should occur on site. Mr. Kennedy commented that detour signs should be installed for people using the pathway. Mr. Wolk asked when the pathway was constructed. Motion made and seconded to issue a negative determination with conditions, 5-0 in favor. 7:45 pm Cont. Hearing - NOI, 18 Brent Road DEP# 201-855, BL 813 Construction of a new pool house Documentation: NOI Application Present for the Applicant: Rich Kirby, LEC Environmental and David Santo, Santo Construction Mr. Kirby proposed construction of a new pool house which will expand to the south and reconstruction of a concrete patio in front of the pool house. Mr. Kirby described design of a shower basin to ensure rainwater does not get in. He stated that the slab of the shower will be 4-6” higher than grade and the ramp will be pitched away from the shower basin. Comments from the Commission as follows: Mr. Langseth asked for an explanation of the plan and where the shower is open. Mr. Santo clarified the opening of the shower. Motion made and seconded to close the hearing, 5-0 in favor. PENDING MATTERS 7:55 pm Motion made and seconded to approve the plan change for 4 Alcott Road, DEP# 201-838, BL 796, 4-0 in favor. 8:00 pm Dana Home Conditions Discussion The five Commissioners deliberated on the conditions for the Dana Home. Ms. Miller discussed the three new parking spaces and questioned an area on the plan. Mr. Langseth suggested that a different type of erosion control be used instead of hay bales and silt fences. Mr. Wolk stated that in the general description there needs to be a statement about moving the 2013 Mass Ave house. Mr. Hamilton reported that a special condition will be added for curbing and the engineer and wetland specialist need to oversee it. Mr. Kennedy described the invasive management plan. All five Commissioners contributed to minor word and sentence corrections. Mr. Langseth questioned if trash removal should be a part of the invasive species removal plan. 8:40 pm Kevin Buteau spoke at the meeting to show his interest in becoming a Conservation Commissioner. 8:43 pm Bill Martin of 24 Ingleside Road expressed his frustration in trying to get a Certificate of Compliance for his property. The Commission discussed aspects of the property and different measures that need to be taken to get a Certificate of Compliance. They stated that they will speak to Ms. Mullins in order to provide this document. 8:52 pm Motion made and seconded to adjourn the meeting, 5-0 in favor.
