HomeMy WebLinkAbout2012-03-06 CONCOM-min MINUTES – LEXINGTON CONSERVATION COMMISSION March 6, 2012 Commissioners present: Phil Hamilton, Charlie Wyman, Stew Kennedy, Duke Bitsko, Dick Wolk, David Langseth Commissioners absent: Joyce Miller Others present: Karen Mullins, Conservation Administrator; Louise Vinci, Conservation Clerk Chair Phil Hamilton opened the meeting at 7:30 pm in the Room G-15, Town Office Building 7:30 pm Hearing: NOI, Old Reservoir, DEP# 201-849, BL 807; Map 33, Lot 99 Present for the applicant: David Cannon, Lexington Engineering Dept. Bernward Hay, The Louis Berger Group, Inc. Jim Robinson, The Louis Berger Group, Inc. Documentation: Notice of Intent with attachments Public Notice David Cannon introduced project. Bernward Hay described project background. Jim Robinson presented overview of project including two options. Comments fro m the Commission follow: Stew Kennedy question the projects time line. The Commission questioned the retention basin. They were concern about number of trees removed, questioned operation and maintenance plan, suggested using plants and soils to treat runoff and would like to see a smaller basin that would reduce the amount of natural vegetation removed. The Commission would like to see the applicant revisit design. Motion made and seconded to continue hearing to April 3, 2012 at the applicant’s request, 6-0 in favor. 8: 25 pm Meeting: RDA, 8 Lake Street DET# 12-05, Map 50, Lot 151 Present for the applicant: Robert Leslie, applicant Documentation: Request for Determination of Applicability with attachments Public Notice Robert Leslie presented a plan to remove a pool and patio. Comments from the Commission follow: The Commission would like to condition that erosion control be installed. Motion made and seconded to issue a negative determination with conditions, 6-0 in favor. Documentation: Notice of Intent with attachments Public Notice Rich Kirby presented a proposal to construct an addition and a deck. Comments from the Commission followed: Stew Kennedy was concerned about the proposed infiltration system damaging surrounding trees. David Langseth questioned if more of the roof runoff could be directed into the infiltration system. Motion made and seconded to close hearing, 6-0 in favor. 8:30 pm Hearing: NOI, 17 Justin Street DEP# 201-851, BL 809; MAP 83, Lot 127 Present for the applicant: Rich Kirby, LEC Environmental Al Gala, Gala Simon Associates, Inc. Documentation: Notice of Intent with attachments Public Notice Rich Kirby presented a proposal to construct an addition. Comments from the Commission follow: David Langseth questioned if sump pump would overload infiltration system. Motion made and seconded to close hearing, 6-0 in favor. 8:55 pm Hearing: ANRAD, Philip Road DEP# 201-850, BL 808; Map 15, Lot 67B Present for the applicant: Mary Rimmer, Rimmer Environmental Consulting, LLC Documentation: Abbreviated Notice of Resource Area Delineation with attachments Public Notice Mary Rimmer submitted and presented revised delineation, based on the findings of the site visit. Hearing: 44 Winthrop Road, DEP# 201-846, BL 804; Map 40, Lot 239 Present for the applicant: Michael DeRosa, DeRosa Environmental Michael Juliano, Eaglebrook Engineering Bill Ericson, Bechtel Ericson Architects Catherine Bauer, applicant Documentation: Revised Plans, revision date February 7, 2012 Michael DeRosa outlined project and rational for revisions. Michael Juliano presented bridge construction as-well-as existing and proposed drainage systems. Comments from Commission followed: Stew Kennedy questioned depth of peat moss at test pit. David Langseth questioned infiltration detail. David Langseth questioned foundation used for bridge. Dick Wolk was concerned about the increasing degree of non-conformance. Motion made and seconded to close hearing, 6-0 in favor. 9:28 pm Cont. Hearing: 14 Whittier Road DEP# 201-847, BL 805; Map 76, Lot 54 Present for the applicant: Zoltan Juhasz, Uniterra Consulting Scott Zhu, applicant Documentation: Revised Proposed Site Plan, dated March 1, 2012 Zoltan Juhasz went over revision wetland flags. Motion made and seconded to close hearing, 6-0 in favor. 9:34 pm Cont. Hearing: 19 Ledgelawn Avenue DEP# 201- 848, BL 806; Map 71, Lot 21 Present for the applicant: Zoltan Juhasz, Uniterra Consulting Stephen Parus, applicant Documentation: Alternatives Analysis, dated March 1, 2012 Revised Proposed Site Plan, dated March 1, 2012 Zoltan Juhasz outlined revisions. Motion made and seconded to close hearing, 6-0 in favor. Update: 187 Woburn Street Land donation Administrator Mullins informed the Commission of issues raised by the prospective buyer at the front of 187 Woburn Street. Approve Minutes: February 2, 2012 Motion made and seconded to approve minutes, 6-0 in favor. 9:46 pm The Commission voted by roll call vote to go into executive session for the purpose of discussing land acquisition and announced that it would not be returning to open session. It is declared that an open session would have a detrimental effect on the Town’s negotiating position. The Commission will not return to open session at the conclusion of executive session.
