HomeMy WebLinkAbout2012-02-07 CONCOM-min Minutes – Lexington Conservation Commission February 7, 2012 Commissioners present: Joyce Miller, Charlie Wyman, Phil Hamilton, Richard Wolk, Duke Bitsko, Stew Kennedy Commissioners absent: David Langseth Others present: Karen Mullins, Conservation Administrator, Emily Schadler, Conservation Stewardship Coordinator, and Louise Vinci, Conservation Clerk (8:15) 8:18 pm Hearing – 2 Forbes Road, Wellford Corporation DEP# 201-845, BL 803, Construct concrete pad for placement of liquid nitrogen tank Brian Waterman was present for the applicant. Documentation: NOI Application and Site Plan 1/4/2012 Mr. Waterman explained that the proposed project is to construct a concrete pad for placement of liquid nitrogen tank because the old tank has a safety issue and the new tank needs to be running before the old one can come down. The proposed pad is 75 feet from the adjacent wetland, there is no new impervious surface, and erosion control measures will be taken. The Commission asked that the bituminous concrete waste be removed from the site. Motion made and seconded to close the hearing, 6-0 in favor. 8:24 pm Continued Hearing - 8 Cutler Farm Road DEP# 201-844, BL 802, Raze and Rebuild Single Family Dwelling Matt Hammer was present for the applicant. Documentation: NOI Application and Filing Plan 2/1/2012 Mr. Hammer reported that revised calculations and additional details regarding the infiltration system were provided, based on comments from the Commission in the previous hearing. He offered to do a confirmatory evaluation of the drainage system at the time of installation. Motion made and seconded to close the hearing, 6-0 in favor. 8:30 pm Hearing – 14 Whittier Road, S. Zhu DEP# 201-847, BL 805, Construct addition Zoltan Juhasz was present for the applicant Documentation: NOI Application 1/18/2012 Mr. Juhasz presented a plan to construct a 2 story addition to a single family home and to replace a deck. The Commission requested the soil data for the wetland delineation, a completed percolation test, and maintenance notes on plan for the drywell. The Commission also asked for the applicant to consider a 10 foot natural buffer where the wetland meets the current lawn. Motion made and seconded to continue the hearing to February 22, 2012 at the applicant’s request, 6-0 in favor. 8:52 pm Hearing - 44 Winthrop Road, C. Bauer DEP# 201-846, BL 804, Construct additions and deck Motion made and seconded to continue the hearing to February 22, 2012 at the request of the applicant, 5-0 in favor. Charlie Wyman recused himself due to a long-standing relationship with the applicant. 8:55 pm Continued Hearing – 111 Grant Street, A. & E. Labib DEP#201-839, BL 797 Dan Bressman was present for the applicant Documentation: NOI Application and Plan (Alternative #3) 2/7/2012 Mr. Wyman, Mr. Kennedy, and Ms. Miller signed an affidavit stating that they had viewed the recording of the 1/24/12 hearing on this project, for which they were absent. Mr. Bressman presented supplemental information requested at the previous hearing, including an alternatives analysis. . Motion made and seconded to close the hearing, 6-0 in favor. 9:12 pm Continued Hearing – 2013 & 2027 Massachusetts Avenue, T. Perez Kennealy Motion made and seconded to continue the hearing to February 22, 2012 at the applicant’s request, 6-0 in favor. 9:15 pm Discussion regarding wetland restoration, 24 Ingleside Road, DEP# 201- 703, BL 660. The Commission discussed the restoration of a phragmites- infested area on this property and agreed to make a site visit to the property to examine the progress of the restoration. 9:20 pm Discussion regarding Zoning Board of Appeals hearing for 121 Marrett Road. Administrator Mullins reported that the hearing is for the addition of an accessory apartment on the house. The Commission requested that Administrator Mullins comment at the hearing regarding their concern about increased construction traffic on the driveway easement on the Commission’s abutting property, and to request that the owner be responsible for repair of any damage to the driveway. 9:23 pm Issue Certificate of Compliance: 67 Bridge Street DEP# 201-802, BL 760 Motion made and seconded to issue Certificate of Compliance, 6-0 in favor. Issue Certificate of Compliance: 12 Foster Road DEP# 201-799, BL 757 Motion made and seconded to issue Certificate of Compliance, 6-0 in favor. Issue Certificate of Compliance: 3 Forbes Road DEP# 201-826, BL 784 Motion made and seconded to issue Certificate of Compliance, 6-0 in favor. Issue Certificate of Compliance: Pine Meadows Farm, 255 Cedar Street DEP# 201-679, BL 636 Motion made and seconded to issue Certificate of Compliance, 6-0 in favor. 9:26 pm Reports The Commission discussed a parcel that may be donated to the Commission and agreed to schedule a site visit to the parcel. Stew Kennedy reported that a friend who walks frequently at Willard’s Woods reported backsliding in compliance of the on-leash zone at the North Street parking lot entrance. 9:32 pm Motion made and seconded to adjourn the meeting, 6-0 in favor.
