HomeMy WebLinkAbout2012-01-03 CONCOM-min MINUTES – LEXINGTON CONSERVATION COMMISSION January 03, 2012 Commissioners present: Charlie Wyman, Phil Hamilton, Dick Wolk, Stew Kennedy, David Langseth (7:35) Commissioners Absent: Joyce Miller, Duke Bitsko Others present: Karen Mullins, Conservation Administrator; Louise Vinci, Conservation Clerk Vice Chair Phil Hamilton opened the meeting at 7:30 pm in the Room G-15, Town Office Building 7:30 pm Request to use Willard’s Woods fire pits Stephanie Buller requested permission to use the fire pits in Willard’s Woods for events held by a group of home school families on several dates. Ms. Buller told the Commission about ten families would attend the events and the events would run from 10 am to 12 pm on week days. The Commission asked about fire suppression techniques and wanted the fire department to be notified. Motion made and seconded to approve request on January 12, 2012 and February 10, 2012, 4-0 in favor. 7:35 pm Hearing: NOI, Butterfield Dam DEP# 201-834, BL 801; Map 75, Lots 10 & 11A Present for the applicant: Mark Mitch, Weston and Sampson Michael Flamang, Town Engineering Dept. Documentation: Notice of Intent with attachments Public Notice Mark Mitch presented a plan to repair dam inlet structures, outlet structures and masonry walls. The project is estimated to take six weeks from start to finish. Comments from the Commission as follows: David Langseth questioned erosion control details. Stew Kennedy questioned riverfront status. Mike Flamang confirmed perennial river front status. Charlie Wyman questioned tree removal details. Dick Wolk was concerned that due to the steepness of the slope erosion may occur before ground cover could become re- established. Motion made and seconded to close hearing, 5-0 in favor. Page 1 of 2 MINUTES – LEXINGTON CONSERVATION COMMMISSION MEETING January 03, 2012 7:52 pm Hearing: ANRAD, Concord Avenue DEP# 201-843, BL 801 Present for the applicant: Lisa Macintosh, Woodard and Curran Documentation: Abbreviated Notice of Resource Area Delineation Public Notice Lisa Macintosh identified bordering vegetated wetlands, intermittent streams and perennial streams along Concord Avenue from spring Street to Waltham Street. Comments from the Commission as follows: The Commission noted they had only inspected resource boundaries along the south side of Concord Avenue because the sidewalk would be located on that side. The Commission was concerned that flags were placed on private property without permission. Administrator Mullins noted that the Commission could determine what was jurisdictional without approving flags on private property. Motion made and seconded to continue to February 7, 2012 at the applicant’s request, 5-0 in favor. 8:22 pm Meeting: RDA, 4 Butterfield Road DET# 12-01; Map 38, Lot 108 Present for the applicant: John Paulson, Atlantic Engineering and Survey Consultants Inc. Documentation: RDA Application, Permit Plan 12/9/11, Permit Plan 12/22/11, and Drainage Diagram 1/3/12 John Paulson presented a plan to connect to the municipal stormwater drainage system. Comments from the Commission as follows: David Langseth questioned the size of the drainage pipes and the drainage calculations. Stew Kennedy noted that the plan had not been stamped and requested a stamped plan be submitted. Motion made and seconded to issue a negative determination with conditions, 5-0 in favor. 8:30 pm Hearing: NOI, 8 Cutler Farm Road DEP# 201-844, BL 802; Map 25, Lot 1 Present for the applicant: Mary Trudeau, Consultant Documentation: Notice of Intent with attachments Public Notice Mary Trudeau presented a plan to raze and rebuild a single family dwelling. The Commission questioned inconsistencies in lot area. David Langseth questioned if the drainage calculations were in compliance with pre-development regulations. Motion made and seconded to continue the hearing to January 24, 2012 at the applicant’s request, 5-0 in favor. 8:52 pm Cont. Hearing: 111 Grant Street, DEP# 201-839, BL 797; Map 55, Lot 45 Present for the applicant J. Dan Bremser, Hancock Associates Ayman and Erica Labib, applicants Documentation: Notice of Intent Application and Plan Dan Bremser outlined plan revisions. Comments from the Commission as follows: The Commission had several questions regarding drainage calculations and the engineer should be at the hearing and prepared to answer them. The Commission discussed what constituted alteration within a riverfront area. Motion made and seconded to continue the hearing to January 24, 2012 at the applicant’s request, 5-0 in favor. 9:25 pm Hearing – NOI: Center Playfields, 251 Waltham Street DEP# 201-842, BL 800; Map 49, Lot 90 Present for the applicant: Megan Buczynski, Stantec Planning and Landscape Architecture Documentation: NOI Application Megan Buczynski presented revised plans. Comments from the Commission as follows: David Langseth was concerned with sod longevity. Motion made and seconded to close hearing, 5-0 in favor. 9:30 pm Hearing: NOI, 8 Douglas Road, DEP# 841, BL 799; Map 61, Lot 5 Present for the applicant: Eric Nitzsche, Commonwealth Engineering Neal Wolfson, Applicant Documentation: NOI Application and Site Plan Eric Nitzsche outlined revisions. David Langseth questioned drainage calculations.
