HomeMy WebLinkAbout2008-05-05-AC-min May 5, 2008 Minutes Town of Lexington Appropriation Committee May 5, 2008 Place and time: Legion Room, second floor of Cary Hall, 6:30 PM Members present: Alan Levine (Chair), John Bartenstein (Secretary), Deborah Brown, Richard Eurich, Pam Hoffman, Michael Kennealy, Eric Michelson, Rob Addelson (ex officio, non-voting) Also present: Chief Middlemiss, Lexington Fire Department The meeting was called to order at 6:40 PM. Munroe School Fire Prevention. 1. Chief Middlemiss of the Lexington Fire Department provided background information on the proposed capital expenditure of $579,500 to replace the fire sprinkler and alarm systems in the Munroe School building utilizing either CPA funds under Article 9(q) or, in the alternative, through borrowing under Article 19(j) (Appropriate for Public Facilities Capital Projects). The Chief reviewed the inspection process that led to his Department’s recommendation to perform this project, described the deficiencies in the present system, showed photographs of some of the most significant problem areas, and answered a number of questions posed by Committee members. Alan Levine reported on the highlights of an earlier meeting of the Board of Selectmen which had addressed the Munroe School fire prevention project and the issues presented by the potential sale of the building. After discussion, the Committee voted unanimously (7-0) to support the funding of this project under Article 9(q) utilizing CPA funds, and by a vote of 3-0-4 to support the alternative proposed funding under Article 19. The four members who abstained preferred to address the alternative proposed funding under Article 19 only if the motion under Article 9 was defeated. Other Articles. 2. The Committee voted 6-0 to support Article 27 (FY 2008 Budget Changes). It also voted 7-0 to support the Selectmen’s proposal to amend Articles 4 and 7, on reconsideration, to address the budget gap resulting from the appropriation of $24,000 for street tree-planting; and by a vote of 0-7 not to support the Tree Committee’s alternative proposal for funding that gap by reducing the Appropriation Committee reserve fund.
