Town of Lexington Appropriation Committee
November 29, 2006
Place and time: Town Office Building, Room 111, 6:30 p.m.
Members present: Al Levine (Chair), Deborah Brown (Vice-Chair), John Bartenstein
(Secretary), Rod Cole, Rick Eurich, Pam Hoffman, David Kanter, Mike Kennealy, Eric
Michelson, Rob Addelson (ex officio, non-voting)
Also present: John Fedorochko
This meeting occurred prior to the commencement of Special Town Meeting No.
1 to address any last-minute issues and to prepare for the special town meeting.
1. Staff Report.
Rob Addelson reported on the final numbers that were to be
included in the motion on Article 2 (amendment of the FY2007 Operating Budget) and
advised that the transfer between the unemployment compensation and group insurance
lines proposed in item 2(iii) would be an even wash. He advised that the net balance of
new revenues that would remain in the General Fund after all appropriations would be
about $100,000, and that this amount would ultimately flow to Free Cash at the end of
FY2007.
2. DPW Replacement Project.
Al Levine advised that the Board of Selectmen
were currently meeting on the DPW facility replacement project and were expected to
vote to request at Special Town Meeting No. 2 the appropriation of design money only in
the amount of about $1.3 to $1.4 million. There followed an extensive discussion of a
proposal recently circulated on the TMMA list by former Appropriation Committee
Member Paul Hamburger that the vote to approve design funds require the design process
to include “at least one alternative which is at least 20% less expensive than the currently
proposed project,” together with a clear presentation of the impact of such a change on
the scope of the project and maintenance and/or operating costs. Although no consensus
was reached, there was general agreement that including such an alternative in the design
process might help Town Meeting Members and the community better evaluate the
project currently proposed.
3. Miscellaneous.
Assignments were made for presentations on the articles at
the upcoming Special Town Meeting No. 1. Al Levine advised that next week’s meeting
before Special Town Meeting No. 2 would take place on Wednesday, December 6 at 6:30
p.m. at the National Heritage Museum.
