HomeMy WebLinkAbout2005-11-03-AC-min November 3, 2005 Minutes Town of Lexington Appropriation Committee November 3, 2005 Place and time: Room G-15, Town Office Building, 7:30 p.m. Members present: Al Levine (Chair), Deborah Brown (Vice Chair), John Bartenstein, Rod Cole, Rick Eurich, David Kanter, Eric Michelson, Paul Hamburger, Pam Hoffman Others present: Helen Cohen (Chairman, School Committee), Michael Young (Town Budget Officer) 1. Minutes: Deborah Brown agreed to take minutes of this meeting. Alan made plea for outstanding minutes to be completed as soon as possible after the Special Town Meeting. 2. Michael Young asked what additional information the committee might need and then excused himself to return to his office to work. 3. Preparation for Special Town Meeting a. Review of main text of report to Special Town Meeting: Committee made additional edits. b. Vote taken on Article 5: 9-0 in favor. c. Review of new version of Appendix A: Committee made additional edits. d. Vote taken to accept the report and appendix with the changes discussed: 9-0 in favor. e. Report distribution: Confirmed plan to distribute by email/.pdf file and hard copies at police station, after Eric Michelson finishes the changes and formatting. f. Discussed presentation of articles. 4. John Bartenstein asked for review of the committee’s position on campaign participation. Referred to earlier email (see attached). 5. Adjourned at 10:02 PM. Respectfully submitted, Deborah Brown Approved December 15, 2005 - 1 - November 3, 2005 ------------------------------------------------------------------------------------------------ The following is the text of an email from Eric Michelson to the Committee dated December 9, 2004, summarizing the position taken regarding campaign participation: For your records- At tonight's meeting the Appropriation Committee unanimously (7-0) adopted the following policy: The conduct of Appropriation Committee members in regards to election of candidates to Town government is as follows: 1) No major campaign participation allowed: This includes campaign manager, precinct manager, treasurer or any other staff position which the members name is publicized. No other participation totaling more than 10 hours. No donations to one campaign totaling more than $100. 2) No public campaigning allowed: No public endorsement. No sign holding, phone calling, holding coffees etc. in which a committee member is involved in interacting with the voters in a manner in which they can be identified as supporting a candidate. 3) Minor campaign participation is allowed and is defined as such: Behind the scenes participation (i.e. letter stuffing), less than 10 hours total.
