The minutes of November 8 were approved as written. 3.Those present were Anne Senning, Nell Walker, Dave Pinsonneault, John Frey, Karen Longetieg, Marcus Pinney, Jim Wood and Jeanne Krieger. Others present were Carl Valente(Town Manager), Bill Hadley(DPW Director), Garry Rhodes(Building commissioner). 4. The Tree Committee then took up Patrick Mehr’s concerns about enforcement of the Tree By- Law. (Included in these minutes in their entirety is Patrick Mehr’s “Tree Committee (12/13/07): Enforcement of the Tree bylaw” Specific Issue was the 11 Marlboro Rd, building permit Patricks points 4.1 No plot plan. Dave P. One is not needed. 4.2 Requested that trees to be removed be identified on the plot plan Will be considered? 4.3 Asked if abutters need to be notified. Dave P. No 4.4 Requested that the front setback be measured from the actual line. Dave P. Information is not readily available so general guidelines need to be done. Garry Rhodes, Building commissioner, said that the language of the Tree Bylaw be such that it was clear what should be on the plot plan. Wood made A motion “That the front setback be measured from the edge of the roadway”The motion passed 5 for , none against, 2 abstaining. 4.5 Regarding Mitigation at 11 Marlboro Rd. Dave P. Usually the landscape plan contains this definition. He will give Patrick M. a call when it arrives. 5. Tree Wardens agenda items: 5a Tree removal applications and activity-539 sites visited, 428 closed out, 647 trees slated for removal, 488 trees removed, 1542 trees to be replanted, 1103 replanted. 5b 11 Marlboro Rd, tree removal application-discussed under 4 above 5c Tree Bylaw amendment for ’08-One will be offered at TM, language not completed. 5d Tree City USA application due Dec 31, 2007. Dave P. needs the location for 6 signs “Tree City USA” locations. Karen Longetieg will collect and sort the 6 best locations based on Tree Committee member recommendations. 5e Date for planting 2 Yellowwoods and one Centennial Magnolia along Clarke street and 2 elms and one red maple in East Lexington.-Dave P. these will be planted in the Spring. 5f Possible Warrant article: $24,000 for planting 70 trees. Jeanne Krieger said the Selectmen would submit it if the $24,000 as submitted by the Forestry Department did not stay in the budget. 5g Annual Report: Final tree numbers (see this report)Other comments from Tree Committee Members-None 6. Dave Cannon presented plans for sidewalks on Spring St. and Hayden Ave. Dave will provide the process to handle trees in the sidewalk area to the Tree Committee. 7. Belfry Hill/CPA grant proposal-Karen L. suggested that the landscape plan should include small trees in the green strip between the sidewalk and Clarke Street. Marcus Pinney suggested moving the sidewalk closer to Clarke Street and planting trees on the Belfry Hill side of the sidewalk. CPA Committee has voted unanimously to support our grant request. 8. Agenda items not addressed. 8.1 Vote on endorsing the state Environmental bond Bill 8.2 Friends of Trees 8.3 Summer’08 tree Inventory:Anne’s talk with Eric Seaborn; Grant application for possible Summer ’08 Inventory Interns is due 5/1/08. 8.4 Committee logo stationary 8.5 9:20 AM Photo OP at Tree Nursery.-Could not get the entire group. 9.
