JK: Construction specs are the same as the Pittsburgh study (std). But the test is not an objective test, just a research paper. The contracts say that they'll perform to ADA stds. The 3/12 BoS minutes say that they won't go forward with phase 2 until Commission on Disabilities can review the pilot. The specs are already sufficient for the contract. Resolution: Agreement that the BoS, CEC will all agree to review the pilot before going on to Phase 2. Lincoln Field $60K already spent. Discussion of several options. Option 2b would be to only put up barrier on the highest leaking 300 feet without a membrane and see if that's good enough. But it's not clear if DEP will approve this or not. JK: 2b requirs continued consulting. No one is sure if we have to do the full 900'. TE: Do option 2c and get 40 years out of the life of the project. SS: Don't micromanage. Do 2a or 2c. Motion: Recommend 31(a) at $550K and have BoS and staff determine which option to choose. Article 43(b) $42,575 balance is $32,150,000 (March 2002 STM) + 1.575M (May 05 ATM) + 250K (May 2006 ATM) - project costs and outstanding encumberances. The 1.575 was voted net of both rebates from NStar, but second one looks like it may not come in. Fiske rebate was assumed to be $125K, but it hasn't come through yet (and it may not come through at all). The technology portion is FF&E. Fiske was $110K over on legal + additional $140K D&E fees. TE: supports with the admonition that PBC gets accurate reports of what's been spent. SS: supports. Need to reiterate that we should bid one project at a time and use two appropriations + one Debt Exclusion question so that there are two accounts in MUNIS.
