Discussion of DPW facility, timeline, open issues.
JK: The current $ estimate is from HKT, and an estimate from a
professional estimator is happening presently. The PBC will review
this on Monday. She feels the estimate will be good enough to go to
STM with. Pragmatically she wants the referendum in March. BoS has
not yet taken a position on whether to continue spending more D/D
money between STM and March (assuming it passes STM). BoS has asked
Bill Kennedy to figure out how much money should be spent between STM
and March, but don't know that amount yet. Believes > $1.2M. DK
believes $2.0 to $2.4M to get to construction docs.
RB: Doubts that the current figure is +/- 5%. For example, don't know
the energy details yet because there are no mechanicals available.
Believes operating costs will be significantly higher than current
building.
TE: There's no transition plan. How much will it cost to have DPW
relocated? Concerned about keeping sand/salt facility open during
construction. 1.2M$ + 720K$ is about $2M, but that's < one-third of
the soft $'s so how can they come up with a +/- 5% number with only
that amount spent?
BH: Believes $30M will go down on the first try. There are two
approaches: (1) Set a max $ figure and stick to it, or (2) don't worry
about what the cost will be.
RB: A big hurdle is still the heated garage space.
JK: If we wait for construction docs, it will be June before we have a
referendum.
TE: Takes issue w/ June. Could have construction docs by ATM.
JK: But doesn't want a referendum in June since there may be an
operating override then.
BK: HKT says they can't get construction docs done by June -- believes
they need 5 months to get there.
DK: If current status of docs is Design Development, the next phase is
Engineering Construction Drawings. He has not heard a cohesive
discussion of why the scope that we've designed is the right one. Why
is this the right scope for this town. A/C has no info on which to
make a comment on.
JK: Believes that the proposed scope is what is needed. Admin
building is the right scope. Working bays & storage facility is right
also. Heated garage is almost cost effective. Over the life of it,
the savings of vehicles is $7M. Improves the noise and efficiency
situations too (don't have to strip tools before going out, etc.).
The only thing not quantified is the time it takes to strip a vehicle
when it is stored outside.
BH: Is this a need-to-have, nice-to-have, or ideal-to-have design?
BK: A lot of what you're asking for should have been done in a
feasibility study.
JK: STM discussion of DPW facility will start 12/6.
TE: Will PBC say +/- 5% at STM?
BK: $30M is good, but not +/- 5%. Two contingencies: design and
construction. $28.750M is the current best estimate (all soft $'s and
contingencies). He believes building will cost less to operate.
