Capital Expenditures Committee
Meeting Notes
September 24, 2002

Committee members present: Bhatia, Hornig, Rosenberg, Stolz
Absent: Burnell
The committee remained in session after the conclusion of
the first budget summit meeting with the Selectmen, the
School Committee, and the Appropriation Committee.
By consent of the members present, Stolz was elected
committee chair for the current year. Selection of a vice
chair was deferred until all members could be present.
Rosenberg was elected clerk/secretary.
The committee agreed to meet October 8 to review important
issues for the budget cycle, the cash-capital policy, etc.
It also agreed to the following principal assignments for
this year’s budget cycle:
Stolz as chair, managing committee affairs, acting as
liaison to the Selectmen, and Fire and Library.
Horning, Conservation and Recreation, and assuming lead
responsibility for the budgeting/quantitative sections of
the committee’s report to Town Meeting.
Burnell, Schools.
Bhatia, Department of Public Works
Rosenberg, Liaison to committee now being formed by the
Selectmen to study 201 Bedford Street, Department of Public
Works facilities, Senior Center; and coordinate writing of
the committee’s report to Town Meeting.
In addition to the October 8 committee meeting, the
following critical dates are on the calendar:
October 22 or 23, Recreation presentation
October 28, Departments submit capital budget items
October 29, Summit Meeting II
October 31, DPW presentation
(Other principal department presentations to be
arranged in early November)
December 17, Summit Meeting III [note change from
schedule prepared by administration]
January 8, Summit Meeting IV
January 15 (tentative), Summit Meeting V
