CEC minutes - 25 January 2001 (approved)
The meeting was called to order at 7:31 PM by the chairman.
Members Tom Griffths (TG), Shirley Stolz (SS), George Burnell (GB),
Narain
Bhatia (NB), and Charles Hornig (CH) were present. We were joined by
Sheldon
Spector (Appropriations) and members of the DPW staff (Bill Hadley,
David
Charbonneau, Brian Gilbert, and Peter Chalpin).
The minutes of the meetings of 21 November 2000, 9 January 2001, and 11
January 2001 were approved.
The DPW staff gave us a tour of the 201 Bedford St. facility, noting
its
many deficiencies.
After the tour, we discussed the DPW request for a new facility on
Hartwell
Avenue. Some points discussed were:
- A new facility could be constructed on Bedford Street if that were
more
desirable.
- DPW wants a new facility.
- The CEC would like to see some alternative proposals for smaller
projects
(barn only, complete replacement, partial replacement, etc.).
- DPW has not worked with the SCSC on how a Senior Center could
coexist
with their facility.
- Just replacing the vehicle storage at its current size would cost
$1.6M.
We moved on the the road improvement plan. DPW's new model is to go for
"OK"
rather than "Good" or "Perfect". They expect to do $1.1M/year of
maintenance
work forever, plus $6M in catchup work sometime soon. The CEC concensus
was
that we should try to get the $6M in fall 2001.
Proposed discussion items for the 1/30 summit meeting:
- Enumerate big-ticket items ready and not ready for a fall 2001
special
town meeting.
- Raise the issue of the apparent gradual erosion of the cash capital
policy (last year instead of this year, increased short-term interest).
The meeting was adjourned at 11:30 PM. Minutes were taken and submitted
